中文摘要: 医院的职能是提供医疗服务,医疗服务质量是医院管理的核心。随着信息化建设的迅速发展,医院信息化建设也成为医院建设的重要内容。通过信息技术手段的应用,可以建立良好的医患沟通界面,获得患者的积极支持和配合,实时监测医疗服务的各个环节,及时处理可能发生的情况,提高医院工作效率,显著提高医疗服务质量,因此加强医院信息化建设,不断创新医疗服务模式,为患者提供优质服务,提升医院整体医疗服务质量。 本研究以SLY医院为例,深入分析了国内医疗行业以及SLY医院信息化建设现状,应用信息管理理论、电子商务理论、服务质量与服务管理等理论,提出了医院信息化建设的原则、目标及五年实施步骤,讨论了信息条件下医疗服务质量提升的内容,即提高医疗服务的安全性和有效性、提高医疗服务效率、扩大服务范围、适应未来扩展等。以“银医一卡通”项目为典型案例,介绍了信息技术支持下有效提升了医院门诊、住院、药品管理、检查、检验、病区护理业务流程优化方案。 本研究主要结论:医院信息系统设计应以体现“以病人为中心”为根本思想,建成汇集医疗收费、临床路径、辅诊检验、影像传输、药品管理、设备管理、财务管理及资产管理为一体的综合医院信息系统。医院信息网络建设的核心内容为远程医学、无线网络、数据管理中心、异地容灾系统及接入国际互联网。加强医院信息化建设可有效改进医疗服务质量,体现在提高医院运行的安全性、有效性、工作效率和业务拓展延伸等方面。“银医一卡通”项目是通过医院信息化建设提高医疗服务质量的典型案例。

Hospital informatization construction has become an important part of hospital construction. Applied the theory of information management, e-commerce , service quality and service management,, Put forward the principle of hospital network construction, objectives and implementation steps for five years, discussed the content of the medical service quality promotion, under the condition of network: improved the safety and efficacy of medical services, improved the efficiency of medical service, expanded the scope of the services, adapted to future extensions, With "silver medical card" project as a typical case, Introduced business process optimization scheme of promotion for outpatient, inpatient, medical nursing, ward management, examination, inspection under the information technology effective support. The main conclusions of this study: hospital information system should be designed to reflect the "take the patient as the center" as the basic ideas, build collect comprehensive hospital medical fees, clinical pathway, auxiliary examination, image transmission, drug management, equipment management, financial management and asset management integrated information system. The core content of the construction of hospital information network for remote medical, wireless network, the data management center, remote disaster recovery system and access to the internet. To strengthen the construction of hospital informatization can effectively improve the quality of medical service, reflected in the improvement of hospital operation safety, effectiveness, efficiency and service extension.
