中文摘要:   随着我国经济迅速发展和人民群众物质生活水平的显著提高,人们的健康意识不断增强,看病到“三甲”,诊疗找专家成为患者的重要选择。这种强烈的刚性需求以及日益增长的高效、便捷、人性化等更高层次的医疗服务需要,给三级甲等医院医疗服务提出了新的挑战和考验。当前几乎所有三甲医院都面临着院内交通拥挤停车难,门诊大厅拥挤挂号难,就诊、交费、检查排队等候时间长看病难,门诊区域人流涌动、上下电梯拥挤走路难等问题。这种环境差、效率低的传统诊疗服务模式与现代社会快节奏、高效率的工作方式相冲突,与群众日益增长的医疗服务需求相矛盾。在此环境下,需要积极探索施行适应社会发展新的诊疗服务模式。   针对目前三甲医院传统诊疗服务现状,尤其是传统诊疗即时挂号就诊中存在的种种弊端,结合我国医疗卫生改革发展的内外部环境,论文从背景意义、发展现状、环境需求、运行模式和管理保障等五个方面对在我国三甲医院施行预约诊疗服务模式进行了分析研究,并选择北京朝阳医院作为实施预约诊疗服务的典型案例进行了剖析。认为,在我国三甲医院率先实施预约诊疗服务模式,符合我国医疗卫生保障发展的需要,符合人民群众改善就医环境、提高医疗服务质量的愿望,也符合医院在医疗市场激烈竞争的新的形势、新的环境下自我创新、自我拓展的需要。   论文结合多年在医院工作的实践和南开大学的各位教授在课堂中给的启发,利用参观学习国内外一些公立医院医疗服务实施模式,通过大量阅读国内外大型综合医院关于医疗服务的文献资料,联系我国正在深化的医疗卫生体制改革和三甲医院医疗服务现状,通过进行综合比较分析,提出了在我国三甲医院实施预约诊疗的重大现实意义、实施的可行性环境和具体实施方案。   通过对预约诊疗服务模式的研究,旨在引起社会和政府有关部门、国内三甲医院对施行预约诊疗服务重要性和紧迫性的认识,并为有关部门和医疗机构制定和实施预约诊疗服务提供参考;尽力促进三甲医院医疗服务水平不断提高,竭力满足人民群众日益增长的医疗服务需求。 
英文摘要:  Along with the fast development of economics and the marked enhancement of people’s living standard, people realized the importance of their health more and more. Many of them prefer to go to a Third Class A Level Hospital and to see a expert doctor. The rigid and raising demand of high level medical service are challenging and texting the service of all Third Class A Level Hospitals. Nowadays, almost every Third Class A Level Hospitals are facing these problems: inner-hospital traffic jam, short of parking lots, limited register space, long waiting time for payment and elevators. All these can not march the raising demand of medical service. We need to improve and enforce a new model of medical service to cope with the development of our society. Medical service appointment policy is an innovation for Chinese medical system. This thesis includes five parts: (1) background; (2) current developments; (3)environment study;(4) process model and (5)management. To study the medical service appointment policy in China further, the author also analyzed the case of Beijing Chaoyang Hospital which enforced appointment system policy. Conclusion is as follow: It was right to enforce medical service appointment policy in Third Class A Level Hospitals first, because(1)this accord with the need of medical development; (2)accord with people’s need of better hospital environment and medical service;(3)accord with these hospitals’ need of self-innovation and self-improvement. The conclusion based the author’s decades of medical practice, reading of tons of papers and articles about medical service models and experiences earned when visiting public hospitals both in China and other counties. It pointed out the importance of enforcing medical service appointment policy, analyzed the possibility of the above policy and provided a detailed implementation plan. Hopefully, the thesis can attacks attention of medical service appointment policy from Third Class A Level Hospitals, government and the whole society, and provides a reference for government and hospitals when they make relative policies.
