中文摘要：	新一轮国企改革正努力推进国有企业向市场化程度高、创新能力强的企业群体转变，伴随这一进程，集团传统管控模式受到深度挑战。当前，国资管理体制和国企集团管控模式正成为广大国资国企关心的重大问题。按照“加快整体上市、理顺管理体制”的部署，国企集团管控模式需要战略新思维，传统集团管控模式下的集团组织结构、管理制度、内部流程及人力资源等诸多方面都面临新情况新问题。为推进广大国资提升组织创新能力、探索集团管控新模式，本文立足于中国经济快速发展和不断转型的大环境，依托竞争性国企十多年来改革和发展的实践经验，试探讨当前经济环境下的集团管控模式与组织创新之道，研究业务相对多元、参与竞争性领域的集团性国有企业如何以发展为导向进行集团管控，既规避经营和发展中的风险，又有利于提升经营管理效率、创新能力、对市场的反应速度从而实现稳健快速发展。从理论和实践两个层面证明，国企发展导向的集团管控要从公司战略、财务和法律管控、业务目标和过程、人力资源和激励制度、信息、企业文化等多个维度多个程度构建一个系统性的体系，才能做到有收有放、收放自如（放风筝模式），并且通过迭代式优化改进和环境敏感的调适，才能达到一个比较理想的程度。
英文摘要：	At present,the reform of state-owned enterprises is entering a new phase ,and market-oriented national economy significantly improve ,how to enhance the Group’s administration force is a major task facing state-owned enterprises. In this paper, to research the new ways of the control of state-owned enterprises,from the theory and the practice, the author combined with his experiences and domestic scholar’s research,more systematically illustrate the new management control mode of China Commercial Foreign Trade Corporation,Ltd. In the new mode,the state-owned enterprises could enhance the Group’s control force from five ways which contain the channel about strategy,financial,law,human resources and culture.After the establishment of new mode,the group of state-owned enterprises will finally enhance the management level and accelerate business development.
