中文摘要：	随着信息技术的迅速发展，数字技术取代模拟技术成为必然。2003年有线电视数字化转换在国内迅速展开，青岛、佛山、杭州等城市率先完成，满足了群众精神文化生活，提升了城市信息化水平。天津作为国家广播电影电视总局批准的有线电视数字化转换首批试点城市之一，计划用二至三年的时间完成城区范围内约200万用户的有线电视数字化转换。2005年中，天津有线电视网络完成整合，成为实际意义上的“一城一网”。整合后的天津有线电视网络存在骨干网络陈旧，接入网老化、业务种类单一，盈利能力不足等问题，都阻碍了天津广播电视网络有限公司的进一步发展。因此，有线电视数字化转换在天津迅速展开成为必然。通过分析对比借鉴其它省市经验，天津有线电视数字化整体转换计划采用整体转换的方式完成。该项目的总体方案分为市场方案、技术方案和实施方案等部分：市场方案针对数字化后的业务划分，对广播电视业务、数据通信业务和互联网业务的内部产品组成、推广营销模式做了明确阐述；通过对用户需求分析，结合未来业务发展，制定了技术方案，其中包括终端机顶盒方案和网络改造方案等；实施方案是该项目能顺利完成的基础，定义了项目参与人员，组织的框架，同时对前期及推广运营期的持续资金投入做了详尽的估算。该项目计划于2010年前后完成建设推广，2011年开始进入运营期。2008年中，天津市城区范围内完成了约200万用户的有线电视数字化整体转换项目，取得了阶段性成果。天津作为第一家完成数字化整体转换的省级广电网络，在速度、规模等方面能够对大规模的有线电视数字化整体转换提供实践指导意义。该项目充分考虑天津的实际情况，走出了一条适合“天津特色”数字化整转之路。在未来的研究中，还将对有线电视数字化转换过程中遇到的法律问题、风险问题、监管程序等方面进行进一步的探讨和阐述。
英文摘要：	With the rapid development of information technology, digital technology has been gradually replacing analog technology. Transformation into Cable DTV has started in China since 2003, Tsingtao, Fushan and Hangchow finished firstly. This transformation is the promote basis on people’s spiritual culture life and city informatization level.Tianjin is one of the first bitches of Transformation into Cable DTV pilot areas which were approved by the State Administration of Radio, Film and Television. In Tianjin, 2 millions users should be transformed into Cable DTV from 2006 to 2010. In July 2005, Cable TV network integration was finished. After network integration, there were some problems in Tianjin Cable TV Network, for example, the old backbone network, the aging access network, the simple service model and the deficiency profitability. So Total Transformation is the most suitable path in Tianjin. There are market plan, technical plan and implementation plan in the general scheme about this Total Transformation. In market plan, Broadcast TV, Data Communication and Internet are main services after this Transformation, and there are much extension methods in this plan, too. Technical plan includes STB plan and Network Reform plan, and these plans may be meet users’ requirements and future development. Implementation plan is the key of this project, it includes staff and organization, the fund input among the project is also in this plan. According to scheme, there are two stages about the Transformation into Cable DTV in Tianjin, building&extending stage should finish before 2010, and operating stage would start in 2011. In 2008, Transformation into Cable DTV in Tianjin was finished the first stage, 2 millions users could use Cable DTV at home. Tianjin is one of the municipality cities, some experiences are guidance about other areas. Transformation into Cable DTV in Tianjin Combines with actual situation, the development path has Tianjin’s characteristics. In future, several problems about Transformation into Cable DTV will be studied, for example the laws and regulations, risk, supervision, and so on.
