中文摘要：	水资源短缺、水源污染等世界范围的水危机问题，已成为阻碍社会经济发展、人民生活水平提高主要原因之一。尤其对天津来说，作为一个严重缺水的北方城市，天津的人均水资源占有量仅为全国的1/15。在利用现有常规水资源、进一步提高处理效果以及利用效率的基础上，如何开发利用新型的水资源将成为水务企业所面临的主要工作和解决方向之一，其中针对雨水、海水淡化水以及再生水等非常规水资源的开发利用是被认为是解决水资源危机的重要途径之一。 本研究在综述国内外非常规水资源研究进展、利用经验等的基础上，结合龙达水务公司公司的实际情况和未来规划，针对海水淡化水和再生水两种非常规水资源，对其利用必要性、预期效益以及供水规划中的定位等进行了系统分析，重点包括：结合现有的再生水、海水淡化水水量水质等情况，针对性提出了开发利用的可行性和具体利用措施；从企业管理模式的角度出发，针对再生水和海水淡化水的利用，从安全性评估以及水质稳定性维持等方面进行了评价，结合其应用的市场可行性以及供水格局中的定位、配套设施和管理措施改进等的研究，达到龙达水务公司未来供水中针对再生水和海水淡化水的安全、稳定、可行使用的目的。 作为集制水、供水、管网建设、供水服务为一体的综合性供水企业，天津龙达水务公司有限公司在利用海水淡化水方面已走在国内前列，已有将海水淡化水规模化调配输送到市政管网中的经验，如何进一步利用区域内可调配的其他类型的非常规水资源应进一步纳入企业发展的规划当中。然而对于非常规水资源的利用，除在经济上合理、技术上可行外，还需要一系列的管理保障措施，需结合不同产业用水类型的市场需求，探讨有效利用各种非常规水资源的可行性和供水管理模式，这对于供水企业的发展具有重要意义。
英文摘要：	Water shortage, raw water pollution and so on the worldwide water crisis, which is one of the main reasons, has become the obstacles to social and economic development, and people's living standards improve. Especially for Tianjin, as a serious water shortage cities of the north, that the 1/15 of the quantity per capitation in China. In the use of the existing conventional, further improve the effect of processing and utilization efficiency of water resources, on the basis of how to exploit new water resources will become water companies facing one of the main work and solving direction. The development and utilization of unconventional water resources is considered one of the important ways to solve the water crisis, such as rain water, sea water desalination and recycled water and so on. This study reviewed unconventional water resources research and the experience of using in the worldwide, on the basis of combining the Long Da Water Affairs 's actual situation and future planning, in view of the sea water desalination water and recycled water which were two kinds of unconventional water resources, analyzed the use of necessity, the expected benefit and the positioning in the planning of water supplying, highlights include: combined with the existing water quality of the recycled water, sea water desalination water situation, targeted put forward the feasibility of the development and utilization and utilization measures; from the perspective of enterprise management mode, in view of the use of recycled water and seawater desalination from aspects of the safety assessment and maintain water quality stability is evaluated, combined with its application feasibility and market positioning, and supporting facilities of water supply pattern and management measures to improve research, reached the Long Da Water Affairs 's purpose of safe, stable, practical use, for the future of supplying recycled water and seawater desalination.
