中文摘要：	党的十六届六中全会在党的决议中首次提出了“加强人文关怀和心理疏导”的要求，党的“十七大”报告中明确指出：“加强和改进思想政治工作，注重人文关怀和心理疏导，用正确方式处理人际关系”，这一科学论断与科学发展观的核心一脉相承，既体现了我们党对做好新时期的思想政治工作有了新思考和新认识，又为企业进一步加强和改进思想政治工作指明了方向。人文关怀就是“以人为本”为核心，包括对人的人格尊严的尊重、对人的主体地位的肯定、对人的生存状态的关注、对人的社会需要的满足等内容在内的一种对人类本身的终极关怀，把“人文关怀”融入思想政治工作，是思想政治工作“以人为本”宗旨的具体化，是与时俱进创新思想政治工作的重要内容，是思想政治工作一种有效途径和方法。 战术武器事业部是2010年新组建的单位，伴随着科研生产工作的推进，思想政治工作也已全面展开。如何将 “人文关怀”新理念应用到实际工作中去，开创战术武器事业部思想政治工作新局面，在实现员工全面发展终极目标的同时推进战术武器事业部又好又快发展，是摆在面前的重要课题。 本文以马克思主义理论及中央相关文件为根本研究指南，运用文献查阅法、经验总结法、案例分析法，探讨了新时期基于“人文关怀”的思想政治工作的相关理论和管理实践。本文共分五章： 第一章探讨了战术武器事业部研究基于“人文关怀”思想政治工作背景与意义、研究方法与创新点及“人文关怀”的相关理论依据； 第二章研究了基于“人文关怀”思想政治工作的原则、核心内容、工作方法及管理特点； 第三章总结了战术武器事业部成立三年来开展基于“人文关怀”思想政治工作的实践； 第四章剖析了战术武器事业部基于“人文关怀”的思想政治工作典型案例； 第五章结论。 关键词：战术武器事业部；思想政治工作；人文关怀
英文摘要：	The requirement of “to strengthen humanistic concern and psychological counseling” was firstly put forward in the resolution of the Sixth Plenum of the sixteenth CPC Central Committee. It was clearly pointed out in the report of the seventeenth National People’s Congress that: “to enhance and improve ideological and political work, focus on humanistic concern and psychological counseling, and handle the interpersonal relations in correct way.” This scientific thesis follows the core of scientific outlook of development, and it not only reflects that our Party has new thought and acknowledgement about dealing with ideological and political work in the new period, but also defines the direction for enterprises to further enhance and improve ideological and political work. With “people-oriented” as the core, humanistic concern is an ultimate concern for human-beings, involving the respect for personal dignity, the acknowledgement of the dominant role of human, the concern for people’s living state, and to meet people’s social needs. To integrate “humanistic concern” into ideological and political work embodies the people-oriented tenet of ideological and political work, and is an important content of the innovation of ideological and political work, as well as an effective approach of ideological and political work. The Tactical Weapons Section (TWS) of CALT was established in 2010, and with the advance of its scientific research and production, its ideological and political work is in full swing. It becomes an important issue that how to apply the new idea of “humanistic concern” to practical work and create the new situation of ideological and political work, so as to promote the sound and rapid development of TWS while achieving the ultimate goal of employees’ development in an all-round way. Taking Marxist theory and relevant documents issued by the Central Committee of CPC as the fundamental research guide, this article explores relevant theories and management practice of “humanistic concern”-based ideological and political work. It contains five chapters: Chapter One explores the background and significance of TWS “humanistic concern”-based ideological and political work; relevant theoretical basis of humanistic concern; the content, methods and innovation points of the research; Chapter Two studies principles, core content, working methods and management characteristics of the “humanistic concern”-based ideological and political work: Chapter Three sums up practices of “humanistic concern”-based ideological and political work over the past three years since the establishment of TWS; Chapter Four analyzes typical case of “humanistic concern”-based ideological and political work of TWS; Chapter Five: Conclusion.
