中文摘要：	研究型医院发展战略是大型综合性医院在新的形势下创新发展、转型发展、科学发展的必由之路。301医院率先在国内建立起完善的研究型医院发展理论体系，并开展了卓有成效的验证实践。持续创新是研究型医院发展的核心理念，信息化建设作为研究型医院建设的重要方面，随着信息观念的日益更新、信息技术的不断发展，促生出新的医院管理理念、模式与方法。本文从研究型医院的内涵与信息化建设定位出发，回顾了医院信息化发展的历程，从“信息—技术—管理”三个维度对医院信息化建设现状进行系统性分析，并梳理出医院信息化管理创新的关键性影响因素及信息化自身建设中存在的决定性问题，认为现代医院信息化建设对管理、医疗、科研的支持作用以及自身建设上存在着诸多不足。主要体现在偏重业务系统建设，而忽视了管理创新；偏重一般性的数据统计，而忽视了智能化决策支持；偏重日常的运行维护，而忽视了新知识新技术的传播与应用。研究型医院的发展战略对信息化提出了更高的要求，信息化建设如果不改变建设策略将无法满足研究型医院的发展。信息化建设要在医疗技术革新、管理创新、科研、人才培养、知识传播等方面为研究型医院的发展需求提供支撑，同时，信息化建设本身在IT新技术应用、业务应用模式、系统功能、系统管理、标准规范等方面要实现创新，对医疗行业信息化的发展起到引领和指导的作用。为此，本文提出了建立研究型医院信息化管理创新体系的发展思路和策略：（1）突出对研究型医院创新的支撑；（2）创新研究型医院信息化建设模式；（3）加强研究型医院信息化自身创新与示范。信息化建设必须从发展理念、建设模式、实施方法三个层面进行整体的跨越才能适应研究型医院的建设需求。最后，本文总结301医院近五年来信息化管理创新的建设经验，提出研究型医院开展信息化管理的具体实施对策与做法，包括基于信息化医疗、运营管理以及信息化对临床与科研管理的支撑等，介绍了典型系统建设的具体做法、运行概况、管理效果，为研究型医院建设提供了值得借鉴的案例。
英文摘要：	The developing research hospital is the only way for large general hospital to develop innovatively and scientifically in new situation. The 301 hospital is the first one that establishes a complete system of research hospital in domestic, and has conducted effective verification practice. Continuous innovation is the core idea of research hospital development as information construction an important aspect. With new concepts and technology developing, new management concepts, models and methods have been promoted in hospital. This paper reviewed the course of hospital information development and systematically analyzed the current situation of hospital information construction through three dimensions of “information-technology-management”. We also found out the critical influencing factors in innovation of hospital information management and the decisive problems existed in information construction. We think that there are many shortages in modern hospital information construction in the respect of supporting management, health care, and scientific research and itself construction. These shortages mainly reflect in emphasis on business systems construction nor management innovation, general statistics nor intelligent decision support, routine operation and maintenance nor dissemination and application of new knowledge and technology. The strategy of developing research hospital put forward higher requirements for information. If the information construction strategy is not changed, it will not be able to meet the development requirement. Information construction provided support for research hospital development in medical technology innovation, management innovation, scientific research, personnel training, and the dissemination of knowledge. At the same time, in order to play a leading and guiding role for the information development in the healthcare industry, the construction itself need to implement innovation in new IT technologies application, business application mode, the system functions, system management, and standards etc. To this end, this paper presents the development ideas and strategies to establish a hospital informational management innovating system: (1) highlight the support for innovation of research hospital; (2) Innovate research hospital information construction mode; (3) Strengthen research hospital informational innovation and demonstration. The informational construction must integrally leap forward at the three aspects of development concept, construction model, and implementation method to adapt to the research hospital building needs. In the end, this paper summarizes some practice experience of the 301 hospital in informational management innovation in the past five years, proposes some strategies and practices to research hospital in implementing information management, including information-based health care, operation management, and informational technology support for clinical and research management etc., and introduces some typical system building method, running profiles, and management effect, which provides a good case to study for the construction of research hospital.
