中文摘要：	随着我国大型医用设备数量急剧增加，出现了大型设备在地区之间、城乡之间配置不合理。主要表现为有些医院配置过量，急需设备的医院得不到分配；一线城市配置过多，边远地区配置缺乏，资源短缺与浪费并存。同时由于大型设备成本较高，使用时医疗费用高，出现使用过度现象。设备总量增加较快还引起医药费用的大幅增长等一系列问题。2012 年严格控制公立医院配置大型医用设备的标准和规模这项工作已被放到医疗改革的重点工作中。因此，如何从宏观上科学规划、合理配置和管理大型医用设备，从微观上控制医疗机构靠大型设备的逐利性，真正做到大型医用设备配置科学化、使用高效化，是当前管理决策者必须重视和亟待解决的问题。本文运用文献比较、实证研究法通过对北京市大型医用设备的配置分布、数量变化、使用效率及管理政策等基本情况进行分析，找出北京市医院大型医用设备配置与管理存在的问题，以及影响大型医用设备配置的因素。采用定性与定量分析相结合，运用经济学、统计学方法计算北京市甲级医院大型医用设备按人口和按地理分布的基尼系数，并绘制洛伦兹曲线，详细说明大型设备配置的公平性。以CT 及MRI 为例构建大型设备配置标准预测模型，为北京市卫生管理部门提供设备配置规划的决策依据，进而分析设备配置对医疗费用的影响，并以JJ 医院为例进行实证分析，得出相应结论，在此基础上提出完善北京市大型医用设备配置公平性与管理政策建议和 JJ 医院进一步改进和可操作的措施。
英文摘要：	As the number of large medical equipment in China increased rapidly, the emergence of large equipment in between regions, urban and rural allocation unreasonable, Mainly for some hospitals need equipment configuration in excess, the hospital is not allocated; first-tier cities configuration is overmuch, remote configuration lack,shortage of resources and waste. Large equipment cost is higher, caused by excessive medical patients; the quantity of equipment increase substantially faster growth also caused the medical expenses and other problems. Strict control of public hospital in 2012 focused on the work of the major medical equipment standards and scale of this work has been put in the medical reform. Therefore, how to scientific planning, rational allocation and management of large medical equipment from the macro, from the microscopic control of medical institutions by the wealth of large equipment, truly scientific configuration of large medical equipment use, high efficiency, is the current management decision makers must pay attention to and the problems to be solved. In this paper, comparative, empirical research method through the basic situation of large medical equipment in Beijing distribution, quantity change, use efficiency and management policy analysis, discovers the existence of our country and Beijing of large-scale medical equipment configuration and management problems, and the factors affecting the allocation of large medical equipment. Using a combination of qualitative and quantitative analysis of large medical equipment in Beijing hospital, according to the Gene coefficient calculated according to population and geographical distribution of the use of economics, statistical methods, and draw the curve of Lorenz, detailing the equity of large equipment. Taking CT and MRI as an example to construct standard large equipment prediction model, provide the equipment disposition plan decision-making basis for the Beijing Health Department, and analyses the influence of equipment for medical expenses, and to JJ hospital as an example of empirical analysis, draw the corresponding conclusions, on the basis of the improvement of Beijing large medical equipment allocation fairness and management policy recommendations and JJ hospital for further improvement and operational measures.
