| 中文摘要: | 我国医疗卫生事业是政府实行一定福利政策的社会公益事业,随着我国经济社会的发展和医疗卫生体制改革的不断深入,绩效管理已经成为当前我国公立医院改革试点的重要的内容之一。军队医院兼具社会公益和军事保障的双重性质, 在体制、编制等方面与地方医院存在较大差别。军队医院绩效管理改革目前处于起步阶段,针对军队医院内部具体单位的绩效管理体系尤为欠缺,制约了军队医院规范化建设和可持续发展,因此, 当前社会发展背景下,建立既能适应国家医改, 还符合现代化管理趋势的军队医院的绩效管理模式具有重要的意义。本文以军队医院的一个具有151名工作人员的临床单位为研究对象,应用了文献调研法、问卷调查法和图表演示法等针对R科室的绩效管理的现状进行调查、研究和分析,并应用了战略性人力资源管理和绩效管理的相关理论知识,对原有的绩效管理系统进行了优化设计,主要研究结论包括:一、当前社会发展背景下,应用现代化的绩效管理理论对军队医院的R科室绩效系统进行优化改进非常必要,对R科室的可持续发展具有重要指导意义。二、R科室现行的绩效管理系统还存在不足之处,需要进行改进和完善,主要包括:科室战略目标不明确;绩效管理过程主要强调了绩效考核部分,而绩效计划、绩效监督和绩效反馈环节相对薄弱;绩效考核指标主要集中于个人绩效的考核,部门绩效、组织绩效的绩效考核指标相对薄弱等。三、完成了R科室的绩效管理系统改进方案:提出了R科室的战略地图、平衡计分卡,优化了绩效管理流程,提出了新绩效管理系统实施的保障方案等。总之,本研究中将战略地图、平衡计分卡、胜任素质模型等现代绩效管理概念和工具引入军队医院的基本组成单位的绩效管理系统的优化设计,是一次积极的尝试和探索,以期能为军队医院的绩效管理改革提供有益的帮助。 关键词:医院,绩效管理,人力资源管理,战略 | |
| 英文摘要: | Medical and health service in our country, being a social public-benefit career, is a part of welfare policy implemented by the government. With the development of economy and society and the deep reform of medical system, performance management has become one of the most important subjects on experimental reformation of public hospital nowadays in our county. Military hospitals have dual characters of social welfare and military security. So there are many big differences in the aspects of system and organization between military hospitals and local hospitals. Performance management reformation in military hospital is still at the initial stage and the performance management system for each unit of military hospital is largely inadequate, which restrains the standardized construction and constant development of the military hospital. Therefore, under the current social development background, it is of great significance to establish the model of performance management system for military hospital, which can be adapt to the medical reform as well as match the trend of modern management. A clinical department with 151 staff in a military hospital was investigated , and the methods of literature research, questionnaires survey and chart demonstration were applied to investigate and analyze the current situation of the performance management. In addition, the former performance management system was optimized with the application of related theoretical knowledge of strategic human resource management and performance management. The main conclusions include: 1. Under the current social development background, it is highly necessary to optimize and improve the performance management system of R department in the military hospital with the application of modern performance management thesis. It has great instructional significance for sustainable development of R department. 2. There are some limitations on the current performance management system of R department. It needs improvements and modification, including vague strategic objectives; mainly emphasis on performance appraisal in the process of performance management, while insufficient emphases on performance plan, performance monitoring and performance feedback; the index of performance appraisal has been mainly focused on individual performance evaluation, but little on sector performance and organizational performance evaluation. 3. We have completed the performance management system improvement program of R department: having proposing the strategy map and balanced score card of R department, optimizing the performance management process and putting forward new security solutions on the implementation of performance management system. In a word, this study introduced the concepts and tools of modern performance management such as strategy map, balanced score card and competency model into optimal design for performance management system in the basic composition unit of military hospital. This was a positive attempt and exploration with the purpose of providing useful assistance to the reform of performance management in military hospital.
