中文摘要:摘 要 合理配置护理人力资源是现代护理模式运行的根本,是保证护理事业可持续发展中不可替代的重要因素。因此,合理配置、科学使用护理人力资源成为护理管理者积极探索的问题。随着医学模式的转变,护理工作内涵、范畴以及病人需求的变化,按照传统的床护比方法进行护理人力资源配置,一方面使得护理人力不足,另一方面又造成了护理人员配备不合理的情况。根据实际临床需要设定护理岗位,配备护理人员是解决护理人力资源配置不合理的关键,其中基于临床护理工作量测算配备护理人员方法既避免人力资源的浪费,又能符合临床实际需求得同时提高护理工作质量。 本课题针对A医院护理人力资源配置现状,从医院信息系统(HIS)中提取筛选与护理工作相关的工作项目,对不同的项目通过专家咨询的方法赋予权重,将项目的数量与权重的积作为护理工作量的衡量,探讨了通过护理项目来测算护理工作量的方法。以工作量的多少作为护理人力配置的基础,同时考虑护理人员的能力、素质、床位周转率等因素,确定各护理单元配置的护理人员数量及比例,满足了服务对象需求为,实现了动态调整人力资源使人力配置结构合理化的同时追求了成本效益。本研究采取了专家咨询的方法,同时充分利用医院信息系统,对相关数据进行了统计学处理。 利用HIS系统进行护理项目的统计能够比较全面、便捷提取护理项目;对护理项目的赋值是适合护理、工作量统计的一种有效方法;按护理单元统计护理工作量有利于人力的配置;护理项目的统计可以为护理管理者 提供有效信息;充分利用信息系统可确保数据的实时性和真实性。 
英文摘要:Abstract The rational allocation of nursing human resources is the foundation of modern nursing mode,Therefore, reasonable configuration, scientific use of nursing human resources become the nursing managers to explore problems. Now with the transformation of medical model, nursing connotation, category, and to the changing needs of the patient, according to the traditional bed than nursing human resource allocation method, caused the nursing staffing unreasonable situation. According to the actual need to set up nursing clinical post, with nursing personnel is the key to solve the nursing human resources allocation is unreasonable, which is based on the clinical nursing work load is calculated with nursing personnel method not only avoid the waste of human resources, but also accord with the actual needs of clinical at the same time improve the quality of nursing work. A hospital nursing human resource allocation, the author of this paper the status quo, from the hospital information system (HIS) to extract the screening of nursing project, measure the nursing workload in order to provide nursing staff, nursing staff of each nursing unit configured to quantity and proportion, in order to satisfy the demands of the service object, to realize dynamic adjustment of human resources, the configuration structure rationalization and the pursuit of the human cost benefits. Full-text is constituted into five chapters, an introduction to the first chapter elaborated the selected topic background, research significance, research methods and content. The second chapter summarizes the related theory and research. The third chapter analyzes the present situation of A hospital and nursing staff allocation. Chapter 4 to A hospital nursing staff configuration design based on workload measurement. The fifth chapter is the configuration operation of the system security.
