中文摘要:绩效管理是当前我国公立医院改革的一项重要内容之一,是提高医院整体绩效的重要手段。目前,军队医院的绩效管理仍处于起步阶段,针对聘用护士群体的科学合理的绩效管理体系更为缺乏。如何设计一套科学的、符合我国国情并满足军队医院新时代发展需要的医院聘用护士绩效管理体系,对护理管理者来说,是一个全新而重大的课题。为了规范聘用护士绩效管理,提高聘用护士的工作绩效,本研究通过对A医院目前的聘用护士绩效管理体系存在的问题进行分析、探讨,优化设计了一套科学实用的绩效管理体系,为聘用护士的绩效管理提供方法和依据。本文应用文献综述法对国内外医院护士绩效管理状况进行了回顾、分析,对A医院现有聘用护士绩效管理的方法进行了分析研究,探讨存在的问题及解决方法。应用平衡计分卡、关键绩效指标、目标管理及360度绩效评价理论,结合医院聘用护士的特点优化设计了聘用护士绩效管理体系,并确立了聘用护士绩效评价指标。应用专家咨询法和层次分析法确立了绩效评价指标的权重。本文的研究内容为:①优化设计了包括绩效计划、绩效指导、绩效评价、绩效反馈四个环节的聘用护士绩效管理体系。②确立了聘用护士绩效评价指标,从四个维度考虑,包括9项一级指标、28项二级指标构成。本研究优化设计的聘用护士绩效管理体系较好的体现了绩效管理的科学性和实用性,为提高聘用护士绩效、减少聘用护士流失、规范聘用护士管理提供了科学有效的方法。 
英文摘要:Performance management is one of the important content of Chinese public hospital reform as well as an important way to enhance hospital's overall performance. Currently, the military hospital’s performance management in China is still in early period. There is even less scientific and reasonable performance management system for contracted nurses. It is a new and significant issue to design a set of scientific management system which is in line with China's national conditions and according to the development need of military hospital contracted nurses performance management in the new era. In order to regulate the performance management of contracted nurses, to improve the performance of contracted nurses, the study analyzed and explored the problem in A military hospital’s contracted nurses management. The result was achieved by setting a set of scientific, practical and optimized performance management system, which aims to offer the method and basis of contracted nurses’ performance management In this thesis, literature review was employed to review, analyze performance management in China and abroad. The current performance management in A military hospital was analyzed and the problems and solutions were explored. Balanced score card, key performance indicators, objectives management and the 360-degree performance theory were used, combined with the characteristics of the contracted nurses in the hospital, to optimize the design of performance management system. Performance management indicators and their index weight were established by consulting experts and Analytic Hierarchy Process. The content of this study were: (1) optimized the design of contracted nurses performance management system which includes four aspects of performance planning, performance guidance, performance evaluation and performance feedback. (2) established the four dimension performance evaluation index of contrated nurses management which includes 9 first-level indicators and 28 secondary indicators. The new design of contracted nurses performance management system reflects the scientific and practical aspects of performance management. It provides a scientific and effective way to improve performance of contracted nurses, to reduce turnover of contracted nurses and to standardize the management of contracted nurses.
