中文摘要:当今社会,随着信息时代的到来,人们在自我价值以及社会能力等方面得到很大的提高,社会也开始对人的价值、能力、尊严等各个方面加以重视,特别是在社会资源方面人力资源是其中不可缺少的重要组成部分,人力资源因素极大的影响和控制着其他方面的资源,在媒介传播以及生产运行中人成为一项根本的因素。在市场竞争条件相当的情况下,人的因素越来越成为决定性的优势。我们要用科学化的方式对人进行合理安排岗位,将人的优势发挥到极致,这也是人力资源科学管理的重要课程。传媒业是在知识经济时代最为闪亮的行业之一,是信息的缔造者和传播者,对于和谐健康快速发展的社会意义重大。想要建立强大的传媒业,就离不开有效的人力资源管理。本文界定了媒介经营管理的人力资源特点,深入分析了新时期传媒业市场出现的新变化,即市场机制变化、商业模式变化、运营机制的变化和利益主体结构的变化,提出了传媒业的人力资源管理问题。随后,文章通过运用双因素激励理论、马斯洛需求层次理论与学习型组织理论,就传媒业人力资源管理问题进行了分析,并立足北京电视台发展现状,提出了四条解决方法与出路,分别是与电视台发展战略相结合、不断完善人才激励机制、人力资源开发与员工素质培养相结合、构建良好的企业文化。 
英文摘要:In today’s society, the value, capability, dignity and potentiality of human beings have been given never-seen respect. Human resource has become the most positive resource among all, and all other resources are influenced and controlled by human resource. Only human beings can help a media’s operation generate basic advantage. When facing the same market opportunity, only human being’s advantage can become a real and decisive advantage. To develop human being’s potential in the right way and put the right person in the right position, is the key topic of human resource management. Media industry is the most shining industries in the era of knowledge and economy, and also the creator and spreader of information, which has great value for a society to develop harmoniously and rapidly. Establishing a strong media industry can be separated from efficient human resource management. The thesis defines the characters of human resource management o media operation, analyses the new changes of media industry in the new era: the change of market system, the change of business mode, the change of operation system, and the change of interest main structure. It also raises the topic of human resource management. Then, by using due simulate theory and the theory of learning organization, the thesis analyses the human resource management of Beijing Tv station and gives four solutions by system thinking: combining with media group’s developing strategy, improving encouraging system, combining human resource developing with educating employees, establishing good company image.
