中文摘要:当今,企业的人力资源管理越来越引起人们的关注,结合高新技术产业特点的战略管理研究理论也有了很多理论和实证的发展。但在我国由科研院所转制为高新技术企业的人力资源发展策略的研究还是相对较少。因此,本文以实证的方法,对北京市射线应用研究中心(以下简称“北京射线中心”)的人力资源发展策略进行了探讨。本文的研究结果对核技术应用领域科研院所转制的企业人力资源发展策略是一种丰富和发展。 通过文献综述,本文首先对高新技术产业特点以及人力资源战略管理的相关理论知识进行了论述,在这一理论基础上,实证角度结合北京射线中心的特点,对其进行了组织软环境和硬环境的分析。为后文提出北京射线中心软环境和硬环境的策略进行了前期准备。 本文主要是针对北京射线中心进行人力资源发展策略分析。因此,本文首先对北京射线中心的组织结构、人力资源情况进行了简单介绍。其次,对北京射线中心的宏观环境进行了分析,包括政治法律环境,社会文化环境、技术环境、经济环境等四个方面运用战略管理经典研究方法SWOT分析法,对北京射线中心的优势、劣势、机会和威胁详细研究,并形成四种SWOT策略。 本文通过实证研究,研究成果主要是针对于北京射线中心在辐射加工业十二?五规划这一背景下做出的人力资源战略发展管理。从组织环境角度,分别提出软环境和硬环境两种策略。从内部人力资源具体策略角度,提出组织文化、个人成就、工作自主、物质激励四个方面的策略。  
英文摘要:Currently, that more and more enterprises have played great weight on their internal human resources management explorations leads to constant development on the academic studies and practice analysis targeting on the Hi-tech industry sector. However, in China, fewer feasible HR strategy explorations conducted on the conversion Scientific Institutes into Hi-tech enterprises phase. Therefore, the author adopts the case analysis method to explore a series of relevant studies on Beijing Research Center for Radiation Application. To sum up, the output of this paper enriches the HR strategy exploration in depth which is helpful and meaningful. Based on the literature review, the author analyzes the ready HR strategy theories on Hi-tech sectors and takes Beijing Research Center for Radiation Application as a sample to make a case analysis via evaluating its tangible and intangible advantages which is helpful for the recommendation at the end of the paper. The major purpose of this paper addresses Beijing Research Center for Radiation Application on his potential human resources development strategy analysis. First of all, the author briefly presents the framework of organizational chart and team composition; Then the author conducts PEST analysis like political, environmental, social and technology to identify the current situation within the organization and eventually, the author uses strategic management research methods SWOT to further analysis on BRAC’s internally. The output of the paper focuses on the HR strategy built up for BRAC under the 12th 5-year Plan in radiation industry. The author recommends two HR strategy potentials like tangible and intangible options based on his systematic research and analysis. Also, he integrates organizational culture individual performance, work reliance, incentive schemes to form his four core HR strategies for the future growth.
