中文摘要：	随着我国棉花种植面积和纺织工业的快速发展，完善的现代棉花物流体系和充足的棉花储备资源，对于保护生产、稳定市场、促进发展显现出越来越重要的战略意义。虽然经过几十年不断的建设、扩容、布点，我们的棉花物流储备体系有了显著的改善和较好的基础，但与我国日新月异的棉花产销总量相比，储备库容不足、布局结构不合理、物流渠道不畅、服务功能不健全的问题仍然十分严重，很大程度上满足不了现代工农业生产以及棉花市场流通的基本需求。纵观过去棉库建设的历史，一直没有摆脱规模偏小、功能单一、设计落后、能效较差的老路。甚至片面考虑某一需要，将库址选在交通不便、条件落后、远离产销区域的地区，造成国家大量物力财力的流失和浪费。为早日改变这种不合理的现状，最大限度满足适应国民经济快速发展的需要，必须尽快建立符合我国国情，能满足市场经济发展需要的高起点、大规模、多功能、安全高效的现代棉花物流体系。本文通过调查研究，实例取证，在分析已有理论的基础上，对原“信阳棉花中转储备库”扩建项目进行了系统研究和重新定位，期望通过新的设计规划，充分整合现有资源，以最少的投入，最低的成本来实现“高起点、大规模、多功能、安全高效”的工作目标。本论文共分为五个部分，第一部分为我国棉花物流体系的转型与基本要求，介绍了棉花仓储企业向现代物流企业转型的动因和标准，以及建立现代棉花物流企业服务体系的基本要素和棉花仓储企业组织系统改造的基本原则。第二部分为中原棉花物流超市项目的环境分析及项目概况，包括项目环境分析及提出背景，项目名称及建设单位，以及项目的主要技术经济指标及编制依据。第三部分对中原棉花物流超市项目建设的必要性及可行性做出了分析。第四部分提出了中原棉花物流超市项目的建设方案，包括项目建设规模，内容，投资估算，收益分析以及相关情况说明。第五部分对中原棉花物流超市的战略定位，运营策略进行了分析。第六部分对论文做了总结和回顾。
英文摘要：	With the rapid development of China's cotton-growing area and the textile industry, the perfect modern of cotton logistics system and plenty of cotton reserves resources for the protection of production, market stability, promote development, showing an increasingly important strategic significance. Although after decades of constant construction, expansion, distribution, our cotton logistics Reserve System has been a significant improvement and a better foundation, but compared with the total cotton production and marketing of rapid, reserve storage capacity is insufficient, the layout of the structure is irrational, the poor logistics channels, service functions unsound still very serious, largely failed to meet the basic needs of modern industrial and agricultural production, and circulation of the cotton market. Throughout the past history of the Cotton library construction has not been out of the small-scale, single function, outdated design and poor energy efficiency of the old road. Consider a need even one-sided, the dam site selection in inaccessible backward conditions, away from the areas of production and marketing area, resulting in the loss and waste of the country a large number of material and financial resources. Change this unreasonable situation as soon as possible, the maximum to meet the need to adapt to the rapid development of the national economy, it is necessary to establish as soon as possible in line with China's national conditions, to meet the needs of the development of the market economy a high starting point, large-scale, multi-functional, safe and efficient modern cotton logistics systems. In this paper, through research, examples of evidence, based on analysis of existing theories, systematic research and reposition the original of Xinyang cotton transit repository expansion project. Expect a new design and planning and the full integration of existing resources to achieve high starting point, large-scale, multi-functional, safe and efficient work goals with minimum capital investment and the lowest cost. This paper is divided into six chapters. The first chapter is the transformation of the basic requirements of the of cotton logistics system in China, introduced the cotton warehousing enterprises to modern logistics enterprise motivation and standards, as well as the establishment of the basic elements of modern cotton logistics enterprise service system and the basic principles of the transformation of the cotton warehousing business organization system. Chapter two is environmental analysis and project profiles for the Central Plains Cotton supermarket logistics project, including project environmental analysis and proposed background, project name, and the construction unit, as well as the main technical and economic indicators of the project and the basis for preparing. Chapter three is the analysis of the necessity and feasibility of the Central Plains cotton logistics supermarket project construction. Chapter four introduces Central Plains Cotton supermarket logistics project construction, including the scale of the project construction, content, investment estimation, benefit analysis, and relevant circumstances. Chapter five is about Central Plains cotton logistics supermarket strategic positioning and operational strategies analysis. Chapter six is the summary and review of this paper.
