中文摘要:正确处理工程成本和安全、质量、工期的辨证统一关系,对有效地控制工程成本是十分重要的。在项目实施过程中,四大目标组成的目标系统是一个相互制约、相互影响的统一体。其中任何一个目标的变化,都势必引起另外三个目标的变化,并受到它们的影响和制约。同时,从主观因素上讲,工程成本又与项目班子主要负责人的项目实施理念、工作思路、工作方法和技巧、掌控项目的底蕴、工程技术人员的知识技能和知识水平、计经人员的智商与情商、项目团队默契配合的程度等等因素有着密切的关系。从客观因素上讲,工程成本也与项目立项时的历史背景和人文环境、项目运作中沿革的经济因素和舆情压力、所处的时空环境和地理位置等等都息息相关。本文作者试图通过亲身经历的若干个工程项目的真实感受为主线,以近期主抓的HD公司职工集资建房工程项目为切入点,得出的结论为:“工程项目的成本管理与控制”是集经济、技术与管理为一体的综合的系统管理工程,实现其目标要靠系统的理论与方法统一指导工程全过程。工程项目成本控制是降低项目成本、经营风险、提高企业效益的根本途径,也是评价企业管理水平的关键指标之一。实现成本控制只有做到全过程、全方位、全体员工各方做好事前计划、事中控制、综合平衡,实施全过程动态跟踪控制,才能真正有效。 
英文摘要:Correctly handle the dialectical unity between project cost and safety, quality, schedule, and control the cost of the project is very important. During the project implementation process, the 4-goal consisted target system is a continuum, and the four goals are mutual restraint, and mutual influence. Any change to either goal is bound to cause changes in another three goals, and are subject to their influence and constraints. Speaking from subjective factors, the cost of the project has a close relationship with the project implementation team’s the concept, the idea of work, working methods and techniques, engineering and technical personnel’s capability, skills, and knowledge level, technician’s IQ and EQ, as well as the degree of understanding among the project team. From objective factors, the cost of the project has a close relationship with the project's historical background, the human resources, the evolution of the economic factors in the operation of the project and public opinion pressure, and the environment and geographic location. Taking the author’s research as the main line, and starting with the HD company recently constructing worker raised fund houses, the author found the conclusion that the project cost management and control is an integrated system management project including economic, technical and management to achieve its goal relying on the system theory and unified guidance of the whole process of the project. The project cost control is the fundamental way to reduce project costs, operational risks, improve enterprise efficiency, and is also one of the key indicators of the evaluation of the level of corporate management. Cost control will be truly effective only by pre-planing, control in the process, overall balance, the implementation of dynamic tracking control of the whole process with the overall well preparation and full praticipation of all the staff.
