中文摘要：	中小企业是国民经济和社会发展的重要力量，在活跃经济、吸纳就业、推动创新、增加税收等方面发挥着举足轻重的作用，但由于自身规模小，实力弱，抗风险能力低，在市场经济条件下需要中小企业自身、政府和社会各方面的帮助支持，才能做优做强。在推动科学发展，建设和谐社会的新形势下，促进中小企业发展具有更为重要的战略意义。产业集群的发展已成为近年来世界性的经济现象，为发展经济，增强区域乃至国家竞争优势提供了一种全新的思路。世界各地包括我国各地在推进工业化进程中，都把培育和发展产业集群当作政府推动工业新型化的一项非常重要的工作。太原做为中部欠发达省会城市，也已初步形成具有区域产业特色的中小企业产业集群。但由于对产业集群理论缺乏系统的认识和研究，在一定程度上制约着产业集群的健康发展。在经济结构调整，产业升级和转型跨越发展的关键时期，中小工业企业产业集群的健康发展将为太原市加快工业新型化，建全国一流新兴产业基地，提升区域竞争优势做出积极的贡献。为此本文从太原市中小工业企业现状出发，经过深入调研，细致分析，以工业经济学、区域经济学、企业管理学理论为基础，通过对产业集群理论；合作战略与竞争优势；产业竞争优势的“钻石体系”等相关理论的深入理解，采用理论研究与实证研究相结合。定性与定量分析相结合的方法，针对太原市中小企业发展特点、发展阶段、发展环境和存在问题，借鉴国内外产业集群发展经验，提出太原市工业中小企业集群发展的对策，形成区域特色明显，具有明显竞争优势的地方产业集群。
英文摘要：	The SME are an important force for national economic and social development, and they played a pivotal role in invigorating economy, creating jobs, promoting innovation and increasing tax. However, because of their small scale, weak strength, and lower ability to resist risks, only with the support of the SME themselves, government and all sectors of society can they survive and do best in the market economy. Promoting the development of the SME bears more strategic significance to propel scientific development and build a harmonious society. The development of industrial clusters has become a kind of global economic phenomenon in recent years, which provides a new way of thinking for developing economy, strengthening regional and national competitive advantage. Cultivation and development of industrial clusters are regarded by the government as a very important work in advancing the process of industrialization around the world including all over China. Taiyuan as an underdeveloped capital city in the center of China, has taken shape of the SME industrial clusters with the characteristics of regional industry. However, the lack of systematic understanding and study about the theories of industrial clusters restricted the healthy development of industrial clusters to some extent. During the critical period of economic restructuring, industrial upgrading and transformation development, the healthy development of the SME industrial clusters will be helpful for Taiyuan city to accelerate the new industrial shape, build a national first-class emerging industrial base, and enhance the regional competitive advantage. On the basis of the theory of industrial economics, regional economics, and business management, the author thoroughly investigates and analyzes the present situation of the SME in Taiyuan city; thoroughly understands the theory of industrial clusters, cooperation strategies and competitive advantage, “diamond” theory of industry competitive advantage; uses the methods of combining theoretical research with empirical research as well as combining qualitative with quantitative analysis; aims at the development characteristics, development stage, development environment and the problems of the SME in Taiyuan city; learns from the experience of the development of domestic and international industry clusters; proposes measures to develop the industrial SME clusters in Taiyuan City in order to establish industrial clusters with obvious regional characteristics and competitive advantage.
