中文摘要：	采购环节是煤炭洗选加工企业运营的关键内容之一，采购环节风险的控制对煤炭洗选加工企业的经济效益有着重要影响。建立科学的采购风险管理体系,有效控制采购风险,是煤炭洗选加工企业管理的重要任务。一个有效的采购风险管理体系包括采购环节的风险识别与评价体系,以及采购环节的风险控制体系两部分内容。采购环节的风险识别、评价系统包括采购风险的类型和采购风险识别途径、评价方法两项内容。采购环节的风险控制体系包括强化供应商关系管理，通过制度建设进行控制，通过现场人员进行过程控制，通过财务管理进行控制，采购信息系统的构建等五项措施。通过建立采购风险管理体系，可以有效降低采购环节的风险，保障独立煤炭洗选企业的生存与发展。本文以独立煤炭洗选加工企业的采购风险管理为研究主题,在运用供应链理论及风险控制理论的基础上，对于煤炭洗选加工企业的采购风险的识别、评价与风险控制问题进行了深入分析，提出独立煤炭洗选加工企业应建立科学的采购风险管理体系，有效控制采购风险。本文研究结论对于煤炭洗选加工企业及相关企业的采购管理具有借鉴意义。

Pass the establishment purchase risk management system, can lower the risk of buy the link effectively, guarantee the independent coal to wash the existence and the development of choose the business enterprise.
