中文摘要:城市的发展与地区经济的振兴,离不开高层次科技和管理创新人才的助力。人才的集聚与城市发展彼此促进,两者形成互动紧密、彼此促进的关系。一个城市首先具备一定的发展经济驱动力、友好的社会环境、良好的人才交流和人才培养环境、优越的人才吸引和人才保留政策,才能在高层次创新型科技人才队伍建设方面占得优势。经济全球化和经济一体化带来了更大范围内的竞争,人才和城市之间面临多向选择。城市选择自己所需的高层次人才的同时因高层次人才本身具有的稀缺性和难以替代性,面临城市间、区域间甚至国家层面的人才竞争。高层次创新型科技人才是国家发展和城市建设最重要的战略资源,是当代国际社会竞争的焦点,青岛市进一步加强高层次创新型科技人才队伍建设更是青岛实现全面建设小康社会的奋斗目标的必然要求。高层次创新型科技人才在青岛的经济社会发展和城市建设中发挥着极为重要的作用,是提高城市竞争力和城市活力、推动城市产业升级和产业转型、提升企业自主创新能力、强化产品创新水平、增强城市科技研究深度和广度等不可替代的关键性的资源要素。本研究采用文献梳理、实例调查、广泛调研和整理归纳的研究方法,以人才相关理论为指导,通过对青岛高层次创新型科技人才队伍及队伍建设现状和存在问题进行系统分析,有针对性地提出青岛市加强高层次创新型科技人才队伍建设的总体思路和主要任务,分析了人才队伍建设的运行实施及其保障措施。论文依据提出问题——分析问题——解决问题的思路,根据青岛自身的条件和环境特征进行有针对性的分析和研究,并提出问题的解决方案和保障措施。论文的创新点体现在能够站在青岛城市发展的角度,运用科学的研究方法,对青岛市加强高层次创新型科技人才队伍建设,提出整体的思路和全面的规划。本文研究对青岛未来在高层次创新型科技人才的培养和引进方面的实践提供很好的指导和参考,对于其他城市人才队伍建设具有参考意义和应用价值。 
英文摘要:The development of a city and the revitalization of regional economy cannot be achieved without the support of high-level innovative talents in science and technology and management. A city’s growth and the formation of its talent pool are closely interactive and mutually enhancing. Only when a city has a strong economic engine, good social climate, excellent conditions for talent exchanges and cultivation, appealing policies to retain talents, can it do an outstanding job in building a innovative high-tech talent pool. As economic globalization and integration has brought about more open competitions in a wider scope, talents and cities are faced with multi-way choices. When trying to get the irreplaceable talents they need, cities have to compete with other cities, regions or even countries. High-level innovative high-tech talents are the most important strategic resources for the development of cities and countries. And they are at the center of international competition. Strengthening the work of high-level innovative high-tech talent pool is a necessary step for Qingdao to realize the goal of building a moderately prosperous society in a comprehensive way. This work plays an extremely important role in promoting social and economic development of the city by providing irreplaceable resources to improve competitiveness and vitality, promote industrial upgrading and transformation, enhance innovation of enterprises and products, deepen and expand scientific research. This thesis, guided by relative theories of talents and based on a systemic analysis of the current situation and problems relating the building of high-level innovative high-tech talent reservoir in Qingdao, put forward the outline and major tasks of this work and explored measures for operation and guarantee through research of past literature, case study, extensive survey and summary. It followed the thread of raising a question, analyzing the question and then solving it. Analysis was made, solutions and measure of guarantee were proposed in light of the conditions and characteristics of Qingdao. The thesis made innovative steps in putting forward a comprehensive and specific plan for Qingdao to improve the work of high-level innovative high-tech talent pool from the city’s perspective and with a scientific approach. This study could serve as references for innovative high-tech talent cultivation and attraction in the future for Qingdao and other cities.
