中文摘要：	随着改革开发的不断深入，经济开发区作为经济改革和试点的重要方式对我国经济及各项社会事业的发展起到了巨大的推动和促进作用，为区域经济的发展提供了不竭的动力和良好的示范性。在经济开发区运行过程中，对于管理体制、运行机制的探索一直在不断更新与试点，对经济开发区健康发展的正确认识和评价体系也随着经济开发区事业的不断腾飞而逐步完善。然而，任何事情都具有两面性，经济开发区的在发展的过程中并非一帆风顺，在其成长过程中也存在这许多的问题与不足。如何才能对经济开发区实施有效的战略管理，不断引导经济开发区走向良性的发展空间己成为一个亟待解决的问题。夏津经济开发区于1996年5月启动建设，2006年3月被省政府批准为省级开发区，现规划面积为16.85平方公里，辖8个村居（社区）。建区以来，尤其是通过最近几年的加速发展，构筑了以纺织、食品、油品、新能源、工艺品五大工业体系，夏津经济开发区已经成为夏津县经济建设的前沿阵地、县域经济的发展航标。夏津经济开发区作为省级经济开发区应放在全省的战略高度进行谋划定位。经济开发区是全面融入山东省重点带动战略，承接产业转移的重要基地；是实现工业向园区集中，发展园区经济的重要载体；是加快“转方式、调结构”，实现县域经济崛起腾飞的重要园区，因此，要提升经济开发区的功能地位，增强开发区的集聚、辐射和带动作用。按照“一区多园”的运作模式，在软环境上打好“特色服务牌”，在硬环境上完善基础设施建设，强势推进招商引资，加快工业企业向开发区集中，重点打造民营经济创业园、纺织工业园、食品加工产业园、外商投资工业园、高新技术工业园等专业园区，提高资源集约利用程度，增强企业科技创新能力，提高开发区的综合竞争力，促进开发区转型升级，力争把经济开发区打造成区位优势明显、产业布局合理、功能完善齐全的全省一流经济开发区。本文简要地介绍了经济开发区发展战略的相关理论和目前我国经济开发区的发展状况，依托夏津经济开发区的管理战略，结合夏津经济开发区存在的实际问题，就夏津经济开发区发展规划给出建设性方案，并针对产业选择与发展定位、支撑体系、社会保障措施等提出合理性建议，为夏津经济开发区的可持续性发展规划提供重要依据。
英文摘要：	With the reform and development, economic development zone as the economic reform and the pilot important way to China's economic and social undertakings development has played a huge role in promoting and facilitating, for region economy development provides inexhaustible power and good demonstration. In the economic development zone in the running process, the management system, operation mechanism exploration have been continuously updated and pilot, on Economic Development Zone Development to correctly understand and evaluate the system as the cause of the continuous development of economic development zones and gradually improved. However, everything has two sides sex, economic development zone in the process of development is not everything is going smoothly. In its development process, also there are many problems and shortcomings. How can the economic development zone of the implementation of effective strategic management, continue to guide economic development zone to the healthy development of space has become an urgent problem to be solved. Xiajin Economic Development Zone in 1996 May to start construction in 2006, the provincial government in March was approved as a provincial Development Zone, the planning area of 16.85 square kilometers, administer 8 Village ( community ). Since building a division, especially in recent years to accelerate development, build a textile, food, oil, new energy, handicrafts five industrial system, Xiajin Economic Development Zone has become the forward position of construction of economy of Xiajin County, the development of prefectural region economy of AIDS to navigation. Xiajin Economic Development Zone as the provincial economic development zone should be placed in the strategic height to plot location. Economic development zone is fully integrated into the Shandong province key drives the strategy to undertake the transfer of industries, the main base; is the realization of the industrial park focused, developing garden economy important carrier; is to accelerate the "transfer mode, adjust the structure ", realize prefectural region economy to rise abruptly fly important Park, because of this, to promote economic development zone functional position, enhanced Development Zone agglomeration, radiation and drive action. In accordance with the "one area much garden " mode of operation, in the soft environment had hit "characteristic service brand " in the hard environment, perfect infrastructure, strong advance investment, accelerate industrial enterprises to the Development Zone focus, focus on building the private economy park, the textile industrial park, the food processing industry, Foreign Investment Industrial Park Park, high-tech industrial park and other professional park, improve resource utilization intensive enterprises, enhance ability of innovation of science and technology, promote the development zone of integrated competition ability, promote the development zone transformation and upgrading, and strive to put economic development zone into a location advantage is obvious, industry layout reasonable, function complete province's first-class economic development zone. This paper briefly introduces the economic development zone development strategy theory and China's current economic development zone development, relying on the Xiajin economic development zone management strategy, combined with the Xiajin Economic Development Zone, the existing problems, on the Xiajin economic development zone development plan gives the constructive scheme, and for the industry choice and development orientation, support system, social security measures put forward reasonable suggestions, for the Xiajin economic development zone sustainable development plan to provide important basis.
