中文摘要：	我国的工程监理行业是随着改革开放的不断深入和我国建筑行业国际化趋势快速发展的新形势下不断发展起来的。随着与国际的逐渐接轨，社会对建设工程质量的要求越来越高，也对我国工程监理行业的发展提出了新的要求。为了规范我国监理行业的发展，1988年7月25日国家住建部颁布了《关于开展工程监理工作的通知》，这标志着我国监理行业已经开始了制度方面的建设，对我国监理制度的发展具有重要的意义。自国家住建部《关于开展工程监理工作的通知》发布以后，经过20多年的发展，我国工程工程监理行业经历了多个发展阶段，至今已基本趋于完善，监理行业已经成为我国建筑工程质量保障的主要依托，监理行业的不断发展为我国工程质量的提升、完善我国建筑市场管理体系，促进建筑工程投资的合理发展具有重要的意义。监理工作的正常运行对我国建筑工程项目管理的发展及逐步走向国际化起到了巨大的推动作用。山西省监理行业伴随着我国改革开放不断深入也得到了长足的发展，但是在发展的过程中还是暴露出了一些不足和问题。本文通过对监理的相关理论和概念进行评析的基础上，针对目前山西省监理工作运行的现状，运用PEST发展环境分析和行业竞争环境分析的相关理论进行了深入的分析和探讨，提出了山西省监理行业发展的对策建议：在宏观层面，提供法律政策的保障，促进行业的健康发展；优化市场环境，促进我国监理行业市场环境的跟一步完善；培育企业核心竞争力，促进企业自身的健康发展；实行公正公平的监理招标程序；有关部门加强监管，加速信用体系的建设

The Shanxi Province Supervision industry along with the deepening of China's reform and opening up has been developed by leaps and bounds, but is still in the process of development has exposed a number of shortcomings and problems.
