中文摘要:企业管理发展到今天,更多的企业与企业家们逐步从忙碌的经营中抽身出来,开始思考企业愿景与规划、战略目标与实施、组织架构与文化、社会责任与担当等,而能把所有这些因素合力凝聚在一起的则是“管控流程”这个看似无形却张力无限的管理脉络。 “没有规矩,不成方圆”。本文以“价值创造”为切入点,以管理流程发展、精益管理思想的相关观点为依据,探讨了企业经营管理过程中,内部管控流程的作用与意义,进而提高了企业对价值创造的认知与重视。本文以中化石油天津公司的财务管控流程、物流管控流程为例,详细阐述了价值创造流程的建设初衷、主要特点、执行效果,从而引导出企业成长发展过程中,管控的价值与真谛。具体包括四个部分: 首先,本文阐述了价值创造管理流程研究的背景及意义,并进一步说明了研究的四个前提和主要的研究方法。在理论综述部分,笔者主要介绍了流程管理的发展及相关理论,为本文展开主题提供了理论支撑;成功案例部分分享了典型的丰田“精益管理”五原则,以价值创造流程的成功经验,烘托了本文的主旨。 其次,本文以中化石油天津公司实际管控为例,再次印证了价值创造流程为企业发展带来的积极影响。公司的财务部门通过管控链条掌握了公司战略推进、经营动态的核心;通过审批流程不折不扣地履行了财务的服务与监督职能,为公司的安全经营保驾护航。风险执行部门通过对物流环节的流程优化、现场管控,不仅保障了公司物资安全,同时还为企业节约了成本,创造了收益。再次,通过研究发现,企业的成长与发展离不开规范经营,更离不开严格管控。管控流程的执行效果、价值呈现与企业领导的风格、制度流程的实质、企业文化的认同直接相关。很难能够找到完全适用于不同企业的管控流程,即使是在同一企业,价值创造流程也需要与时俱进,流程优化任重道远。由于各人能力、研究范围有限,本文最后也提出了研究中存在的不足。 
英文摘要:With the development of the enterprise management,a growing number of enterprises and enterprise managers liberate from the busy management, and start thinking about enterprise’s vision and plan, strategic goals and implementation, organization structure and culture, social responsibility and so on. The “Process Control” is invisible but tensile management structure that can gather the factors. “Nothing can be accomplished without norms or standards”. The paper use value creations the entry point, management process development, the thought of the lean management and relevant opinions as the basis. Discuss the function and significance of the internal managing process during the management of enterprise, and further notes on the cognition and importance of enterprise. The paper uses the process of the financial and logistical management in SINOCHEM Oil (Tianjin) Co, Ltd. as the example to expound the original intention of creation, main feature and execution effort, lead to the value and true meaning of management in the process of the enterprise’s development. Mainly including four parts: Firstly, the paper expounds the background and significance of the research on value creation management process, and further illustrates four premises and main methods of the research. In the theoretical parts, I introduce the development of process management and some related theories which provide a theoretical support to expand the topic. I borrow the typical "lean management" Five Principles of Toyota Company as a successful case to illustrate the successful experience of value creation management process. And it also highlights the main idea of this article. Secondly, the paper uses the actual management of SINOCHEM Oil (Tianjin) Co, Ltd. as the example to confirm the fact that the process of the value creation can bring positive influence to the enterprise. The financial department through the managing chain to master the condition of strategical development and core of business dynamics, through the approval process to perform the function of service and supervision that in order to make sure the safe of the management. The risk operation department not only makes sure the safety of the goods but also saves the costs and creating the benefits through the process optimization of logistics and the management of transportation. Thirdly, it can be found through the study that the growth and development of an enterprise can’t be separated from the standard operation and it also inseparable from the strict control. It has a direct correlation between these factors: the implementation effect of the management and control process, the presentation of value and the style of a leadership, the essence of the institutional process and the recognition of the enterprise culture. Even though in the same enterprise, it can hardly find a complete management and control process. The value creation management process should keep pace with the times. And the process optimization takes a heavy burden. Finally, this article has some shortcomings because of the limitation of my own ability and the scope of the study.
