| 中文摘要: | 随着世界经济全球化和信息化大发展,外层空间领域日益成为各国综合国力竞争的战略高地,被称为“第四疆域”。作为国家天基信息系统的重要组成部分,卫星运营业不仅为国家经济发展和人民群众日常生活提供不可或缺的服务保障,而且对构建与国家实力和战略发展相匹配的空间基础设施更具有重要的战略意义。但是,由于多方面原因,我国卫星运营商始终没有能够形成合理的国际业务经营规模,实现国际化发展的基础比较薄弱。在国际大型卫星运营商不断提升全球无缝覆盖和跨洲际通信能力、拓展新市场的同时,我国卫星运营商国际业务拓展战略层面和实施层面的问题日益突出。本论文针对上述问题,通过分析国际卫星运营业发展状况与竞争格局,以及我国卫星运营商发展的状况及主要特点,指出我国卫星运营商国际业务拓展中存在的问题主要是缺乏清晰明确的战略定位以及战略实施保障能力。采取SWOT分析法,对我国卫星运营商开展国际业务的优势、劣势,国际市场中的机会、威胁进行科学分析,确定国际业务的地区定位、业务定位和项目定位,提出国际业务发展战略愿景和战略目标,其中,战略目标包括资源能力、产品服务、技术支撑、人力资源四个方面。对照国际业务发展战略,从加紧国际运营能力建设、带动我国卫星产业整体技术水平提高、争取国家层面的政策和资金扶持三个方面,讨论了我国卫星运营商实施国际业务发展战略的保障措施。最后选取东南亚Y国市场为样本进行案例研究,通过运营商在Y国市场拓展案例的实际实施结果,对我国卫星运营商在Y国市场的定位、战略选择、实施状况及举措进行了佐证。 | |
| 英文摘要: | With the globalization of the world economy and great development of information technology, the field of outer space is increasingly becoming the strategic high ground of comprehensive national strength competition, which is referred to as the “Fourth Territory”. As an important part of the national space-based information systems, satellite operation industry does not only provide an essential service support for the country's economic development and people’s daily lives, but also is of strategic significance to build space infrastructure matching national strength and strategic development. However, due to various reasons, the domestic satellite operators has not taken a reasonable large scale of operation in international market. The foundation for developing international market is weak. At the time when major international satellite operators continue to enhance the seamless global coverage and the intercontinental communications capabilities and to expand into new markets, while domestic satellite operators are facing more prominent challenges on both international market development strategy and strategy implementation. This paper, to address the points above, by analyzing the international satellite operation industry development and competitive landscape as well as the development of domestic satellite operators’ current status and the main features, pointed out that the main challenge which domestic satellite operators are facing in developing international market is the lack of a clear strategy orientation and the strategy implementation support capability. Using SWOT analysis, to carry out scientific analysis on the strengths, weaknesses of domestic satellite operators in developing international business and the opportunities, threat in the international market;to determine the areas of regional orientation, business orientation and project orientation; to raise the international business strategic vision and objectives which include four aspects of resource capabilities, product services, technical support, and human resources. By the guidance of international market development strategy, from stepping up international operations capacity building, driving the overall technical level of China satellite industry, getting national-level policy and funding support, the paper show the ways to ensure domestic satellite operators to implement international market development strategy. In the end, the paper selects the Y country market in Southeast Asia as the sample of case study. With the actual implementation results of the operator’s market development case in country Y, the paper demonstrate the satellite operator’s market positioning, strategy choice, action and status of strategy implementation. | |
