中文摘要：	在我国，BT建设——移交投融资模式是一种新型的项目投融资运作模式。近几年，BT模式在我国一些大型的基础设施建设项目中得到了比较广泛的应用。但是由于BT项目的应用尚处于探索阶段、项目运作还不成熟，在我国BT模式的实际应用中，出现了很多操作不规范问题。这对于维护我国基础设施项目投融资的健康发展有一定的不利影响。基于此，建立实施完善的BT模式十分必要。天津城建集团是一家大型的以施工为主企业集团，以工程施工总承包为龙头，资本运营为依托，集市政、公路、桥梁、地下铁路、污水处理、建筑、环保工程、施工、科研、咨询以及宾馆饭店、商贸服务为一体。作为国内比较大的施工企业，该企业具有较强的施工技术和设计能力，处于天津地区该行业的领先地位。集团承建的集疏港公路工程项目首次运用了BT模式。该BT模式面临一些风险问题，亟待解决。本文采用定性与定量相结合的研究方法，对基础设施建设BT投融资运行模式进行了系统研究。首先对天津城建集团集疏港公路工程项目当前现状和面临的风险进行分析。接下来对天津集疏港公路工程项目的BT模式方案进行构建，并设计了投融资模式、项目公司管理运营模式、施工管理模式。在引入BT模式建设的过程中，本文建议天津城建集团要注意以下几点：第一，做好项目的前期准备；第二，完善BT项目的风险应对机制；第三，严格BT项目的成本控制。同时，天津城建集团还应注意对BT模式运作中的保障因素进行监督控制，包括完善项目的监督约束机制，以及建立项目的安全生产监督制度。
英文摘要：	In present China, BT Construction—hand over investment and financing mode is a brand new project investment and financing operation mode. In recent years, BT Construction has been widely applied to a range of large-scale projects of infrastructure construction. However, the facts that the application of BT Construction is still in exploration stage and that the project operation is still immature have leaded to numerous manipulation problems. And these problems will cause some negative effects on the healthy developments of the infrastructure projects investment and financing. Tianjin Urban Construction Group is a large conglomerate mainly based on constructions. With engineering and construction general contracts as its leading strengths, it uses capital operations to run a whole series of businesses including municipal services, roads, bridges, underground railways, sewage treatments, architectures, environmental engineering, constructions, researches, consulting as well as hotels, restaurants and business services. As a large construction enterprise in the country, the company has strong construction technology and design capability and is the leading corporation in the industry in Tianjin area. The conglomerate first applied BT Construction in the set dredging port highway engineering project. Currently, the BT mode is facing some urgent risk problems to be solved. This paper combines qualitative and quantitative research methods to conduct a systematic research on the BT investment and financing operation mode of infrastructure constructions. Firstly, we analyze the current conditions and risks of the company’s set dredging port highway engineering project. Then we establish the solution to the BT mode of this project and design its investment and financing model, project company management operation model and construction management model. This paper also gives the following suggestions to the conglomerate on the introduction of BT mode construction: firstly, make good preparations for the projects; secondly, perfect the risk coping mechanism of BT projects; thirdly, strictly control the costs of BT projects. Meanwhile, the conglomerate should pay attention to supervise the protection factors in the operation of BT mode, including perfecting the supervision and restraint mechanism and establishing safety production supervision system.
