中文摘要：	工业化和城市化的快速发展，使我国房地产业得到迅速发展，多数居民在生活水平不断提高的同时，居住条件也得到不同程度上的改善。我国实行住房制度改革以来，许多居民通过房地产市场解决了住房问题。但近年以来房地产价格的不断攀升，过快的房价上涨已经影响了和谐社会的构建。我国日益严重的贫富分化，出现了一定数量的低收入群体，这部分人群买不起房问题越来越突出。在我国房地产快速发展的同时，城市保障性住房制度建设相对滞后于住房市场发展。如何解决这部分群体的住房问题，需要深入探讨保障性住房的存在问题，这一课题也已经形成诸多学者近年来研究的热点。本文采用文献分析法、比较分析法以及实例结合理论的研究方法，以青岛市为实例研究我国保障性住房制度的存在问题与对策。研究主要分以下几部分：一、我国保障性住房的现状分析。从分析我国保障性住房的发展现状入手，进一步分析我国保障性住房制度的发展趋势。二、对青岛市保障性住房制度现状、存在问题及其成因的分析研究。在分析青岛市保障性住房制度现状的基础上，剖析青岛市保障性住房制度存在的主要问题及其成因。三、对国外住房保障模式的比较研究。通过对美国、日本、新加坡等典型发达国家住房保障模式的比较研究，提出国外住房保障模式对我国的借鉴和启示。四、完善青岛市保障性住房制度的对策。通过现状分析和比较研究，提出完善青岛市保障性住房制度的相应对策建议。本文得出的主要结论有：剖析了青岛市保障性住房制度存在的主要问题及其成因，提出采取有效的政策手段不断扩大保障性住房房源、拓宽保障性住房建设资金筹措渠道、加强保障性住房管理力度、建立合理的保障性住房模式和范围、不断提升住房保障的政策质量等完善青岛市保障性住房制度的对策建议。
英文摘要：	The rapid development of industrialization and urbanization, the real estate industry in China is rapidly developing; the majority of residents in the standard of living increased at the same time, living conditions have different degree of improvement. Our country executes housing system since the reform, many residents through the real estate market to solve the housing problem. But in recent years, since the real estate prices rising too fast to prices have affected the construction of harmonious society. Our country increasingly serious differentiation between the poor and the rich, there was a certain number of low-income groups, this part of the people can't afford to buy a house problem is becoming more and more serious. In the rapid development of real estate in our country at the same time, the city indemnificatory housing system construction relative lag in the housing market development. How to solve this part of the group's housing problem, the need to further discuss the existence of affordable housing problem, this subject has formed many scholars in recent years research hot spot. This article USES the literature analysis, comparative analysis and examples of combined theory research methods, taking Qingdao as a case study of the system of affordable housing in our country existing problems and countermeasures. The main points the following several parts: First, national current situation of affordable housing analysis. From the analysis of the current situation of the development of the affordable housing in our country, this paper further analyzes the development trend of the indemnificatory housing system. Second, there are problems of indemnificatory housing system present situation in Qingdao and their cause analysis research. On the analysis of the present situation of Qingdao city indemnificatory housing system, on the basis of analysis of Qingdao city indemnificatory housing system existing main problems and causes. Third, to research the foreign comparative study of the mode of housing safeguard. Through to the United States, Japan, Singapore and other typical developed countries comparative study of the mode of housing security, and puts forward the foreign housing security pattern of the reference and enlightenment to our country. Forth, improve the system of Qingdao city indemnificatory housing countermeasures. Through the current situation analysis and comparative study, this paper puts forward perfect Qingdao indemnificatory housing system corresponding countermeasures and Suggestions. The article concludes the main conclusions are: the analysis of Qingdao city indemnificatory housing system main existing problems and their causes, and puts forward to adopt effective policy means constantly expand indemnificatory housing houses, broaden the indemnificatory housing construction financing channel, enhance the indemnificatory housing management dynamics, to establish a rational indemnificatory housing mode and scope, improve housing security policy quality perfect Qingdao indemnificatory housing system countermeasures and Suggestions.
