中文摘要:国电集团是经国务院批准成立的五大发电集团之一。近年来,为适应市场变化,积极推进战略转型,确立了“大力发展新能源,建设国际一流综合性能源集团”的战略目标,积极发展风电等可再生能源,抢占节能环保产业发展优势,加快推进产业链延伸,发展煤炭、金融等相关产业,公司取得快速发展,取得了突出的竞争优势。与此同时,集团的规模化、多元化发展对企业原有管理方式产生了巨大冲击。集团本部在组织建设的标准化、精细化方面出现延迟,战略目标和任务在本部组织末端未能得到全面贯彻落实,本部绩效管理体系不够健全,对战略的支撑保障作用没有充分发挥。因此,在新的形势下,突破本部原有业绩评价体系,建立符合综合性能源集团战略目标要求,实现有效激励、严格约束和统筹兼顾的战略性绩效管理体系显得十分迫切。本论文针对国电集团本部战略性绩效管理体系较为薄弱的现象,以战略性绩效管理理论为指导,就国电集团本部战略性绩效管理体系的建设进行了深入研究。在整体框架和体系设计方面,从战略分析入手,本文提出了国电集团本部战略目标和绩效评价导向,坚持“战略引领,价值导向,全员覆盖,三位一体”的指导思想;针对国电集团公司现状,提出了“建立战略目标体系,完善岗位标准化体系、构建全员绩效管理体系”的三大任务;基于价值链分解和整合,提出了国电集团本部评价指标分类、指标确定、指标规定和计算方法、评价方法和绩效应用;基于价值链优化,提出了的战略性绩效管理推进的保障措施。 
英文摘要:China Guodian Group is one of the five power generation group established by the approval of the state councils. In recent years, in order to adapt the market changes, the group actively promotes the transformation of strategy, establishes the strategic target of "devoting the development of the new energy, building the international first-class comprehensive energy group". Actively developing wind power and other renewable energy, takes the development advantages of the energy conservation and the environmental protection industry, accelerating industrial chain extension, entering the field of coal exploration , finance investment and other related industries. The group obtained rapid development, acquired outstanding competitive advantages. Meanwhile, the group's scale, diversification development has taken a huge impact to the original enterprise management way. The group headquarters have delayed in the standardization of organization construction and the management of the details. The strategic objectives and tasks failed to get executed in the bottom of the organization, the performance management system is not well operated , the role of strategic support is not expressed. Therefore, in the new situation, breaking through the original performance evaluation system, setting up a newly strategic performance management system ,which according the request of the strategic goal of comprehensive energy group with effective encouragement, strict constraints and overall consideration of is very urgent. This thesis focuses on research of the strategic performance management system of the headquarters of Guodian group, with the guide of a strategic performance management theory. The research is trying to solve the problem of the weakness of the performance management system of the headquarters. From the strategic analysis, this paper puts forward the strategic target of the Guodian group headquarters and guideline of performance evaluation, adheres to the guideline of "strategic guidance, value orientation, full coverage, trinity". According to the present situation the group, the thesis proposed three major tasks of "establishing strategic target system, perfecting post standardization system, constructing overall performance management system". Based on the value chain decomposition and integration, the paper puts forward the evaluation index, index determination, index regulation, the calculation methods, evaluation methods and the performance applications. Based on the value chain optimization, puts forward the safeguard measures for the strategic performance management promotion.
