| 中文摘要: | 通信企业是高科技密集型企业,也是资金密集型企业。通信工程建设项目往往涉及现代的科学和技术,业主企业,既甲方的项目投资往往数额巨大,通信工程建设的成败关系到企业的命运。LTBJ公司为保证在项目执行过程中的投资利益,确保项目完成既定目标,投资方或称甲方将委派甲方项目经理,对LTBJ公司通信工程建设项目的执行过程进行控制。因此,通信工程建设项目需要高素质的甲方项目经理,需要高素质的项目经理团队,以确保LTBJ公司工程建设项目的成功。通信企业采取业主方项目管理方式进行通信工程建设是当前国内各大通信运营商的主要方式。在工程建设启动阶段,就安排项目的业主方建设单位,及委托业主方项目经理,明确项目的建设规模和范围、工期、投资、工程建设项目所要达到的绩效指标等。首先,本文以研究LTBJ工程建设项目中的甲方项目经理人选标准为主要线索,研究以通信工程项目管理的组织形式,解决LTBJ自身通信工程建设项目经理团队建设中存在问题,组建一只高素质的通信工程建设项目甲方项目经理团队的课题。其次,本文通过回顾LTBJ通信工程项目执行过程各个阶段主要的工作环节,介绍LTBJ通信工程采取的项目管理方式,以及通信工程项目经理的工作特点和存在的问题。同时,本课题在于研究探讨甲方项目经理的选择和培养标准,以便企业在选择和培养项目经理的过程中,有章可循,有法可依,使选人和用人的标准和办法规范化标准化。本研究报告在广泛收集资料和参考国内外相关研究文献的基础上,主要采用了项目管理理论和方法,以及与组织行为学、组织领导学、企业文化、人力资源管理、绩效管理等方法和先进理论相结合的研究方法。本研究报告是对通信工程建设项目经理素质和能力标准的探索性研究,希望能为通信企业及相关行业项目管理从业人员提供参考。 | |
| 英文摘要: | Telecommunications enterprises are high-tech-intensive and capital-intensive. Telecommunications engineering projects often involve modern science and technology. Since the project investment of the owners’ enterprises i.e. Party A tends to be huge, the success or failure of telecommunications engineering concerns the enterprise's destiny. In order to ensure the investment interest in project implementation process and ensure the realization of the targeted project goal, the investor (or called Party A) will appoint its project manager to control the executing procedure of the Telecommunications engineering of LTBJ Company. As a result, the project requires Party A’s well-qualified project manager as well as a high qualified project manager team to guarantee the success of communications engineering construction project of LTBJ Company. The owner’s project management adopted for telecommunications engineering by telecommunications enterprises is the main method currently adopted by all the major domestic telecommunications operators. During the startup phase of the project, the construction unit of the owner of the project and the commissioned project manager of the owner are arranged to specify and clarify construction scale and scope, work period, investment of the project and the performance indicators to be achieved by the engineering project. Firstly, this thesis takes the selection criteria of the project manager of Party A for LTBJ engineering project as the main clues to study the subject of solving the problems existing in telecommunications engineering and project manager team building of LTBJ by adopting communications engineering project management and building up a well-qualified project manager team of Party A for communications engineering construction projects. Secondly, by reviewing the main work of each stage in the executing process of LTBJ telecommunications engineering project, this thesis introduces the project management approach adopted by LTBJ Telecommunications Engineering and the characteristics and existing problems of the work of telecommunications engineering project manager. In the meantime, the subject of this thesis is to study and discuss the selection criteria of project managers of the owner, so that in the process of training and selecting project managers in enterprises, there will be rules to follow and laws to abide by, which can normalize and standardize the personnel selection and employment standards and methods. On the basis of extensive collection of information and references of relevant research literature at home and abroad, this study mainly adopts project management theories and methods and the research methods combined with organizational behavior studies, organizational leadership studies, corporate culture, human resource management, performance management methods and advanced theories. This study report conducts an exploratory research on the standards of quality and capability of telecommunications engineering project manager in order to provide a reference for project management practitioners in telecommunications enterprises and related industries. | |
