中文摘要:随着全球经济一体化的发展,国际双边贸易进程的加速,遵照2002年世界首脑会议做出的承诺,各国的化学品主管部门积极修订符合本国国际化学品分类以及相应管理方面的法规和标准,以推动全球化学品统一分类和标签制度(GHS)的实施。由于GHS法规是依据欧盟化学品注册、评估、许可和限制(REACH)的长期数据积累而制定的,且不同化学品特性的实验周期也不尽相同,这就决定了GHS法规和标准是动态的,随时有可能发生变更。如何使企业既能保持与国际社会化学品危险性的分类一致,又能将其运用到企业内部,快速、准确地消除危险化学品所带来的人身健康和生态环境的负面影响,这是摆在每一个化工企业面前的问题,积极、正确的对待这个问题不仅可以提高企业的核心竞争力,而且还能创建安全、环保的环境。 AN公司作为跨国国际化工企业,要时刻关注GHS法规对危险化学品分类的变化,并根据其分类的变化迅速找出该类化学品对人身健康和生态环境所造成的负面影响,并采取相应的纠正措施或改进方案来降低其潜在危险源,创立安全、健康的工作环境和生态环境,提高企业的社会美誉度,为企业可持续发展打下夯实的基础。 AN公司原有危险化学品潜在危险源的评估流程是以纸版的形式运转的,并沿用了一些上世纪九十年代的评价工具,就目前的来看,不足以应对不断更新的GHS法规和标准,不能快速地执行相应的纠正措施或改进方案,使化学品潜在的危险源长期存在,严重影响安全生产,降低企业的核心竞争力。结合公司内部的安全管理工具—自我评估问卷(SAQ)、过程风险分析(PHA)以及变更管理(MOC)综合使用,并基于GHS法规给出危险化学品的特性信息,开发出一整套完整的以网络为平台的潜在危险源的评估体系,不仅使原有的评估流程更加科学、系统化,而且使各个环节更加紧密的相连,缩短了流程评估的时间,将生产过程中可能会遇到的安全隐患深挖出来,更加迅疾地应对,从而,大大地降低了安全事故发生的几率,使员工的满意度和公司的价值观契合在一起,同时,还将创建一个安全、健康的生态环境。 
英文摘要:With the development of globalization and the acceleration of the process of internal trade, complying with commitment of THE WORLD SUMMIT in the year of 2002, the administration of work safety in many countries are prior to amending the native chemical classification, even relevant regulatory and standard, result in pushing forward the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) implementation. The GHS regulatory is drafted on the basis of data collection of REGULATION concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), however, the testing cycle time of each chemical properties are variable, the GHS regulatory and standard is dynamical and changed at all time. Under the circumstance, how does the chemical company keep pace with hazardous chemical classification, which exerts on the workshop, diminishes even eliminates the negative impact on the human health and eco-environment quickly and accurately, that will be faced by every chemical factory. It will not only improve the core competence, but also build up the non-pollutant environment by the positive attitude. AN company should focus on the change of hazardous chemical classification as international one at all time. The negative impact on the human health and eco-environment must be handled for the sake of change of hazardous chemical classification. The corrective action and continuous improvement should be carried out in order to reduce, even eliminate the potential hazardous source, and establish the safety, health environment. That enhances the reputation of entrepreneur; take the good opportunity for sustainable development. The original hazardous chemical assessment workflow is mainly recorded by the papers, some assessment tools are dated from 90s’ in the 20th century, which is not adapted to the dynamic GHS regulatory and standards, the relevant corrective action and continuous improvement may be delayed, it is dangerous for potential hazardous source to exist for a long time, that will affect the production safety and diminish the core competence. Based on the hazardous chemicals’ properties defined by the GHS regulatory and standards, “A” company built up the intra risk assessment management’s platform through a series of tools of Self-Assessment Questionnaire (SAQ), Process Hazardous Analysis (PHA) and Management of Change (MOC), which got the potential hazardous chemicals source becoming more scientifically and systematically, the cycle time for assessment will be shorten, the hidden potential hazardous source will be dig out and taken the corrective action promptly. Consequently, the probability of safety incident will be decreased in a certain extent. With keep pace of engagement of employee’s satisfaction and company’s value, the safety and health eco-environment will be established.
