中文摘要：	科学合理的组织结构对商业银行经营管理的有效运行至关重要，是形成商业银行核心竞争力的关键因素。目前我国商业银行在体制、机制等方面逐步深化改革，组织结构改革已经成为国内商业银行实现战略转型的首要任务。中国邮政储蓄银行在逐步进行商业化改革，致力于成长为一家连接城乡经济的全功能商业银行，在商业化改革方面特别是在组织结构优化方面可以借鉴国内外其他商业银行的经验，但由于邮储银行具有自身鲜明的特点，在组织结构优化实施过程中仍会面临诸多问题和挑战。本文采用文献研究、比较研究、案例分析等研究方法，从组织结构理论出发，阐述组织结构发展历程，从组织结构设计、影响因素等方面分析研究典型组织结构。在分析研究国内外商业银行组织结构发展情况及改革案例的基础上，总结国内外商业银行组织结构改革的经验和不足。从邮储银行的内外部环境、经营战略和自身特点等方面介绍邮储银行实施组织结构优化的背景并论证其必要性，同时结合作者在邮储银行工作三年的实际观察和了解，总结归纳邮储银行进行组织结构优化的重点和难点，并提出相应的措施和建议。本文以作者供职的邮储银行为研究对象，填补了邮储银行2007年成立以来在组织结构优化方面的研究空白。本文通过借鉴国内外商业银行组织结构改革的经验，并结合邮储银行优势和特点，选择适合邮储银行经营战略的组织结构并提出具体的实施方案，具有较强的现实指导意义。
英文摘要：	The scientific and reasonable organization structure is important to efficient work of commercial bank management and also the critical factor of core competitive capacity of it. At present, the commercial banks of our country are in the process of deeply and gradually reforming in the realm of structure, mechanism etc. Therefore, it has been the primary task that commercial banks need organizational structure reformation to complete strategic transformation. Postal Savings Bank of China (PSBC), is on the way of commercialized reformation to ripen into a universal bank which is the bridge of urban-rural economy. Due to its own distinctive features, it is still facing many challenges in the process of reformation although there are experience worth to learn on domestic and foreign commercial bank in the field of commercial reformation especially organization structure reformation. This article uses the way of document research, comparative study, case analysis etc. to explain development history of organization structure from theory of organizational structure and analyze typical organizational structure from the factor of organizational structure design and influence. Draw lessons from the past on the base of development situation and case of organization structure reformation. Instruct the background of running organizational structure and demonstrate the necessity of reformation. Meanwhile, summarize the key and difficulty point on organization structure optimization of PSBC according to three years observation of author in PSBC and propose measures and suggestions. This article uses PSBC for which the author work as the object of study. Fill in blanks of PSBC in the scope of organization structure optimization since 2007. This article also combine organization structure reformation experience of domestic and foreign banks with the characteristic and advantage of PSBC so that choose the reformation program which is appropriate for PSBC’s management strategy and organization structure. It has strong practicality and guidance significance.
