中文摘要：	上世纪70年代以来，不同主权国家政府、国家石油公司、国际石油经济组织和超越国家界限的自然人和法人为了共同之利益，在石油天然气生产领域中以生产要素的重新配置为主要内容而进行较长期石油经济协作活动。在石油勘探开发合作的国际背景下，本研究关注中海油OML130项目开发现状，分析其中存在的问题，并积极寻找科学对策。本研究首先梳理了油气勘探开发国际项目合作中价值动态理论、勘探风险分析理论、作业测定与作业标准理论和技术经济评价等理论，基于动态复杂环境分析，构建战略与决策、组织与计划、操作与控制三位一体的管理原则从中海油油气项目国际合作现状、海外油气勘探开发项目风险分析与管理、中海油OML130项目的作业管理这三方面分析探讨科学的管理模式，最终得出中海油海外油气勘探开发国际合作项目如何“正确地做合理的事情”。同时结合中海油近年来公司海外油气勘探开发国际合作项目实务总结和管理沉淀，参照国际一流石油公司勘探开发战略制定、规范勘探风险评价流程以及执行项目作业管理标准化的经验积累和管理创新，为中海油海外油气勘探开发国际合作项目建设寻求经验支持。论文第一章分析了研究的现实背景、研究意义和目的；第二章阐述理论基础；第三章从勘探油气项目国际合作、立项、决策三个层面阐述全球油气勘探资源形势及前景展望、油气勘探项目的国际合作模式、中海油国际化经营战略管理。第四章论述了不确定条件下勘探目标评价、风险分析及经济评价的原理和方法，并考察联合账簿审计管理这种十分有效地资产管理方法；第五章总结了道达尔石油尼日利亚勘探开发公司（TUPNI）OML130项目勘探开发组织结构，参考中海油海外油气勘探开发国际合作项目的科学经验，结合单井费用预算（AFE）控制、钻完井执行计划以及作业管理等方法，以及钻井持续改进（DIP）方法；最后是研究结论。
英文摘要：	Since 1970 s, The different sovereign state government, the state oil company, international petroleum economic organizations and transcend national boundaries of the natural person and legal person for the sake of common interests in the oil & gas production field mainly allocate and configure production factors in a long-term oil economic cooperative activities. On the premise of petroleum exploration and development cooperative trends in international , this research focus on CNOOC OML130 project development present situation, the analysis of existent problems, and actively looking for make a strategic decision. This study combed the theory in oil & gas exploration and development of which value dynamic, exploration risk analysis, work measurement and operating standard and technical ecomomic evaluation in the international cooperative projects. Combined with CNOOC overseas oil and gas exploration and development of international cooperative projects practice based on the dynamic and complex environment analysis ,build strategy and decision-making, organization and planning, operation and control of the trinity of management principles. We will derive scientific management mode in three aspects at CNOOC overseas oil & gas exploration projects status，overseas oil & gas exploration and development project risk analysis and management, opearation management in CNOOC OML130 project in practise, and eventually come to how would CNOOC overseas oil & gas exploration and development of international cooperative projects "correctty do reasonable things”. Practice summarizing and management precipitation CNOOC recent years companies overseas oil and gas exploration and development of international cooperative projects and also combined with reference to the world-class oil company exploration and development of strategies to develop and regulate the exploration risk evaluation process as well as the accumulated experience and management innovation based on opearations management standardization which performed. The thesis first chapter analyzed the research background, research significance and purpose; The second chapter expounds theoretical basis; The third chapter based on three evaluative dimension which oil & gas project international cooperative status, approve and initiate a project and decision-making to elaborate in the three aspects of which the global oil and gas exploration resources situation and prospect, oil & gas exploration project international cooperative mode, CNOOC international operation strategy. The fourth chapter addressed uncertainty conditions of exploration target evaluation, risk analysis and the economic evaluation of principle and method, and visits joint interest accounting and aduiting management this is effective to assets management method; The fifth chapter summary TOTAL Upstream Petroleum Nigeria Corporation (TUPNI) OML130 project exploration & development organization structure, reference in the Sea CNOOC overseas oil & gas exploration development international cooperative project of science experience, combined Authorised Financial Evaluation(AFE) control, and drilling & completion implementation plans and opearations management, method, As well as Drilling Improvement Process (DIP) and finally the research conclusions.
