中文摘要:城商行的改革发展一直是社会各界关心的热点问题。从1995年国务院决定在城市信用社基础上组建城商行开始,城商行从无到有、从小到大,经历了从分散的多个法人到一级法人、从松散的作坊式管理到现代化商业银行的规范管理、从合作制到股份制改造的发展之路,并在促进地方经济发展和服务市民等方面发挥了重要作用。但是,随着国有银行改革的深化、外资银行的全面进入、金融市场改革的逐步深入,城商行面临着巨大的挑战。城商行原有的扁平化体制优势正逐渐消失,地缘优势对银行发展的支撑也在减弱;城商行面临的结构调整、资本补充、风险管控、信息科技、人才不足以及产品创新等问题也益加凸显;同时,受国际金融危机影响,城商行也将面对新的金融监管环境以及由此带来的挑战。 面对严峻的内外部经营环境,城商行必须改变过去单一的经营模式,尽快本着“立足小微,服务小微”的方向实施战略转型。城商行小微金融服务战略成功的关键是立足于细分市场,充分认识自身比较优势,在差异化、特色化上下功夫。只有在客户层次、产品结构、经营范围、服务方式、管理流程等方面建立特色,形成品牌,专心致力于向小微企业提供高度专业化、精细化的服务,才能在核心主业培育独特竞争优势,从而真正改变过去粗放外延式的发展方式,走内涵提升之路。 本文共分七章。第一章为序论,提出研究思路和研究方法,以及主要创新点。第二章对城商行发展历史进行综述,介绍城商行发展现状和面临问题,深入分析城商行面临的内外部经营环境,指出城商行实施战略转型的必要性。第三章介绍欧美地方银行发展特点,并指出其对我国城商行发展的借鉴意义。第四章从不同角度探讨城商行市场定位,指出城商行转型的突破口在于实施特色化、差异化的小微企业金融发展战略。第五章选取典型案例,深入剖析小微企业金融服务模式。第六章阐述城商行小微企业金融服务的具体战略。第七章为总结和展望。  
英文摘要:City commercial bank reform has always been a hot topic in the social concern . Since the state council decided to establish city commercial bank based on urban credit cooperatives in 1995,city commercial bank experienced a course of small to large, scattered to concentrate , loose to standard .And now, it has played an important role in promoting local economic development and serve the general public. However, with the deepening of the reform of the state-owned bank, approaching of foreign bank , and developing of financial market, city commercial bank faces great challenges. Its original flattening system advantages are gradually disappearing, as well as the geographical advantages. Meanwhile, to the city commercial bank , the problems of structure adjustment, capital and talent shortage ,weak risk control and product innovation are increasingly serious . Faced with the severe internal and external environment, city commercial bank must change the single business model. In the spirit of “Rooting and serving small-micro business”,the city commercial bank should implement strategic transformation as soon as possible. The key to success for this is to implement strategy of differentiation and characterization in small-micro enterprise financial service . Only based on market segment and comparative advantage ,could the city commercial bank provide professional and fine services ,and form its own unique brand and core competitiveness. This paper is divided into seven chapters. The first chapter is an introduction, proposing research methods. The second chapter reviews the city commercial bank development history and recommends the current situation .After the analysis of internal and external environment the city commercial bank being faced, this chapter points out the necessity of implementation of strategy transformation. The third chapter presents Europe and the United States local bank development characteristics, and points out the reference to the city commercial bank. The fourth chapter explores market positioning from different angles, and points out that the breakthrough of transformation of city commercial bank is to implement the characteristic development strategy towards small-micro enterprise. The fifth chapter selects typical cases in order to explore the common mode in financial service for small-micro enterprise. The sixth chapter expounds the specific path of implementing small-micro enterprise financial services strategy for the city commercial bank. The seventh chapter is summary and outlook.
