中文摘要：	随着我国社会主义市场经济的蓬勃发展，我国企业迅速成长，企业间的市场竞争日趋激烈，面对国内外纷繁复杂的外部环境和经济全球化进程的不断加快，企业通过选择并实施适合自身特点的发展战略，在国内外市场竞争中形成长期的竞争优势，是摆在我国企业面前的一个重要课题。在众多类型的企业发展战略中，多元化战略已被越来越多的企业所采用，并发挥着日益重要的积极作用，但多元化战略也会给企业带来经营管理上的风险，因此在战略选择和战略实施上要慎重而行。论文首先对企业战略的相关理论进行了全面的回顾和阐述，分析了企业战略的特征和层次；多元化战略的类型和模式；影响多元化战略成败的因素以及多元化战略的实施路径。论文通过对中国节能环保集团的内外部经营环境分析和综合评价，为其正确选择和实施多元化战略提供必要的依据。论文运用SWOT分析的方法，综合分析了中国节能环保集团在发展中的优势和劣势、外部机遇和挑战，并通过SWOT矩阵对可选择的战略类型加以评估，指出适合的战略路径。依照此战略路径，论文通过对多元化战略目标的选择，对现有集团业务板块的发展提出了重新整合建议，构建了全新的多元化发展战略，提出了各业务板块在多元化战略下的具体发展途径。为保障多元化发展战略的顺利实施，论文还提出了具体保障措施，即健全管控体系；以服务为依托布局国内市场；加快科技创新体系建设；实施“人才强企”战略；构建资本运作体系；加强职能重组和业务整合；完善业绩考核；强化风险防范等，为多元化战略实施提供有力支撑。论文应用了战略管理、经济学、统计学等学科的理论知识和研发方法，对中国节能环保集团的内外部环境和发展条件进行了深入的分析和研究，认为中国节能环保集团通过实施多元化发展战略，将增强企业市场竞争力，促进企业快速、健康发展；论文提出通过整合现有业务板块，实施三大业务板块为主、三大能力为支撑的“3+3”多元化发展战略。论文立足实际，具有较强的实践性，对中国节能环保集团的长远发展具有现实的指导意义，同时也为其他企业选择和实施多元化战略具有重要的借鉴作用。
英文摘要：	Accompanied by the booming development of the socialist marketing economy, the market competition among Chinese enterprises is becoming increasingly severe with the rapid growth of those enterprises. A crucial issue in front of Chinese enterprises is how to form a long-term competitive advantage in market competition home and abroad through selecting and applying the most suitable development strategy. Most enterprises adopt the diversified strategy among various types of enterprise development strategy which is playing an active role with increasing importance. The diversification strategy, however, will bring risks to the operation and management of the enterprise; therefore, the strategic selection and implication shall be carried out cautiously. The thesis firstly conducts a review and elaboration on the relevant theory of enterprise strategy, and analyzes the characteristics and levels of enterprise strategy, the types and mode of diversified strategy, and the factors that affect the result of the diversified strategy, as well as the implementation path. It provides the necessary basis for enterprises to make right decision and apply diversified strategy through the analysis and comprehensive appraisal on the internal and external environment of China Energy Conservation and Environmental Protection Group. The thesis applies the SWOT analysis method to analyze the advantage, disadvantage, opportunities and challenges of China Energy Conservation and Environmental Protection Group in its development, and assesses the strategic patterns for selection by SWOT matrix, and then finds out the suitable strategic route, according to which the thesis comes out the suggestion of reintegration for the development of the existing group business by selecting the diversified strategy, constructs a new diversified development strategy, and presents the specific development route for each business under the diversified strategy. It also puts forward the concrete guarantee measures to provide strong support to the implementation of diversified strategy – to perfect the control system; to arrange the domestic market relying on service; to speed up the construction of scientific innovation; to apply “strengthen enterprise with talents” strategy; to construct capital operation system; to reinforce function reconstructing and business integration; to perfect feedback on performance and to intensify risk prevention and so on. The thesis makes profound analysis and research on the internal and external environment and the development condition of China Energy Conservation and Environmental Protection Group with the theoretical knowledge and research methods of strategic management, economics, and statistics. It considers that through the implementation of diversified development strategy, China Energy Conservation and Environmental Protection Group will have stronger market competitiveness and a faster and healthier development. The thesis puts forward the “3+3” diversification development strategy supported by the three powers on the basis of the three business plates through integrating the existing businesses. It has strong practicality based on the reality, and has practical significance to the long-term development of China Energy Conservation and Environmental Protection Group, and meanwhile, it could be used for reference for other enterprises in making decisions and implementing diversified strategy.
