中文摘要:公务员,这个职业一直具有较高的社会认同,也是很多青年进行职业选择时的首选,从近年来公务员考试不断升温也能看出这一点。但通过对北京市A区政府办公室青年公务员的调查研究,发现公务员这一职业对青年而言,呈现一种“围城”现象,即一方面是大量青年期待进入公务员队伍,另一方面是青年公务员未能得到有效激励,工作积极性、主动性不高。 结合北京市A区政府办公室实际情况进行分析,这种矛盾现象主要是由于,青年公务员这一特殊群体是青年和公务员两者的综合体,受到青年和公务员双方面特点的共同影响。一方面,青年具有时代敏感性,国内外开放程度加大、经济体制的转变、人们观念的变化最先反映和体现在青年人身上,使其具有明显的时代烙印。另一方面,公务员作为一种较为特殊的职业,在一定程度上体现了政治体制的特征,公务员管理制度具有一定的滞后性。这种时代性和滞后性的共同影响,是形成青年公务员工作现状的最根本原因。 近年来,我国经济体制改革成效显著,政治体制改革却举步维艰。公务员管理制度是政治体制中很重要的一部分,但也是一个相对独立、巨大而庞杂的体系。青年公务员在当前政府部门人员构成当中基本已经占到半数左右,逐渐成为各级政府部门的中坚力量,他们的工作态度、工作行为、工作绩效直接影响着政府管理社会和服务群众的能力和水平。本文在梳理激励相关理论基础上,通过对于青年公务员的特征和需求进行分析,较为全面深入地阐述了现行激励机制对青年公务员的影响和现状,并提出改善薪酬福利、拓展晋升空间、进行职业生涯规划引导、引入企业化激励方式等激励对策。希望能够实现对青年公务员更有效的激励,也是对公务员管理制度改进和完善的一点尝试。  
英文摘要:Civil servant is a profession which gains high social identification, as the top choice for career among young people. It also can be told from the heat of civil service examination in recent years. But it was found that, through a survey on the youth civil servants in governmental office from one district of Beijing, the career presents a Besieged City phenomenon, which means on one hand a large number of young people are looking forward to be a member in civil service, on the other hand the young servants fails to get effective incentives, which leads to the low working initiative. It can be analyzed on the basis of the actual situation of the Beijing office mentioned before, that the contradictory phenomenon is mainly due to the party itself, which is made up by youth and civil servants, and is influenced by the both. On one hand, the youth is sensitive to the times, then the increasing on opening degree, the transformation of economic system, and the concept changes all reflect on the youth, which marks obviously on them. On the other hand, the civil servant as a special professtion, embodies the characteristic of political system to a certain extent, while the management of it has hysteresis quality. The time-sensibility and management-hysteresis have mainly influenced the common job status of young civil servants. At the same time, because the characteristics of young civil servants are different from other servants, and the existing incentive system cannot work effectively, then we should analyze their characteristics, put forward corresponding incentive plan, in order to improve the achievement effects. In recent years, China’s economic system reforms effectively, while the reformation of political system is encountering many difficulties. Civil service management system is small part of it, but a comparatively independent, great and complex part. Young civil servants have accounted for half of all in current governmental departments, who gradually become the hard core in government. Their working attitude, behavior and performance will directly affect the level of social management and services. This thesis combing incentives based on the theory, analysis of the characteristics and needs of young civil servants, more comprehensive and in-depth exposition of the impact and the status quo of the existing incentives for young civil servants, and put forward to improve the pay and benefits, expanding the space of promotion and career planning guidance, the introduction of entrepreneurial incentives motivate countermeasures. And through which to realize more effective incentives, also have a try to improve the management system on civil servants.
