中文摘要: 改革开放之后,我国经济飞速发展,半导体产业也蓬勃发展起来。目前我国的半导体市场已经超过美国,成为全球最大半导体产品消费国家。半导体产业不仅成为我国经济体系中的重要组成部分,而且对我国的整体经济发展和国力提升具有战略意义。因而我国政府调整了半导体产业政策,为了促进集成电路设计和制造水平的提升,允许外商投资中国大陆半导体市场,对半导体高科技企业发展给予政策优惠。中芯国际就是在该背景下,迅速发展壮大起来的集成电路制造代工企业。经过短短的八年发展历程,中芯国际已经成为固定资产近百亿美金,全球市场份额超过百分之十的全球第三大芯片代工生产公司,代表了中国大陆集成电路生产制造技术的最高水平,整体促动了中国半导体产业水平的提升。中芯国际的长久健康发展,对我国半导体产业意义深远。然而半导体集成电路制造产业,具有非常典型的技术和资金密集特征,高投入、高回报和高风险,中芯国际所处的产业集中程度非常高,市场竞争激烈。 本文基于中芯国际所处的外部环境和产业内部环境以及全球市场经营环境的竞争格局,利用波特竞争理论和企业资源与核心能力的理论,系统分析了中芯国际的广泛低成本发展战略定位的必要性,进而深入剖析了该企业基于低成本战略的价值链构建,细分活动的结构性驱动因素和其中的重点匹配性问题。对中芯国际生产运营中所存在的相应问题,给出了具体的改善建议和解决对策。另外,鉴于供应商对经营活动的重要作用,本文从资源外取理论角度,分析了中芯国际与供应商形成战略联盟的内部动因和控制原则,提供了具体的资源外取风险规避控制方法和建议。从企业的长久发展,维持长久竞争优势角度出发,本研究分析了中芯国际的战略资源和核心能力,并对战略资源和核心能力的运用,提升和保护等问题,进行了具体分析,进一步给出了改善提高的参考意见。此外,本文分别从战略资源和核心能力的角度,探讨了中芯国际发展过程中的战略风险规避问题,并对企业的财务资源和人力资源的战略作用,进行了论证定位,对人力资源的运用、提升、保护等问题,给出了可供参考的对策。 通过本文的分析和研究,希望有助于发现中芯国际在目前战略定位和运营过程中,实际所存在的主要问题和深层次原因,通过具体解决对策的理论分析和论证,找到今后运营过程中所应改善和提高的途径,从而不断提升中芯国际的市场竞争力,以有效面对激烈的半导体产业内部的超强竞争,进一步实现长远健康发展。本文的观点和具体主张,能够为中芯国际今后的高层政策制定,战略实施等工作起到一定的参考和借鉴作用。 关键词:中芯国际 广泛低成本战略 价值链 战略资源 核心能力 
英文摘要: With the reform and opening up, China's economic is developing rapidly and the semiconductor industry becomes flourishing as well. At present, China's semiconductor market has been over the United States and becomes the world's largest semiconductor consumer area. The semiconductor industry is not only an important part of China's economy, but also vital to the overall economic development and enhancing the national strength. As a result, the Chinese government adjusted the semiconductor industrial policy to promote national integrated circuit design and manufacturing, upgraded the level of allowing foreign investment in mainland China semiconductor market, and performed preferential policies to high-tech enterprises of semiconductor. SMIC (Semiconductor Manufacturing International Corporation) is one of the integrated circuit manufacturing foundry enterprises which is growing up and developing rapidly in the ground. After a short period of eight years development, SMIC has become the third largest chip foundry company who has nearly tens of billions dollars in fixed assets, gets more than 10 percent of the global market share, on behalf of the highest level of the Chinese mainland IC manufacturing technology and promotes the whole development of China's semiconductor industry to high level. Therefore, SMIC's long-term healthy development has far-reaching significance to China’s semiconductor industry. However, semiconductor integrated circuit manufacturing industry is typically capital-intensive, high input, high return and high risk; SMIC has to face the challenges of high degree of industrial concentration and intense competition in the market. Based on SMIC's external environment, internal environment of semiconductor manufacturing industry and the global business market competition situation, this thesis systematically analysis’s the feasibility and necessary of SMIC’s wide range and low-cost development strategy and the appropriate value chain for the enterprise based on low-cost strategy. Furthermore, this thesis studies the structural factors that affecting the cost of company activities’ segmentations and focus’s on the corresponding matching problem. Also, the thesis gives specific improvement suggestions and solutions on SMIC’s operation for the corresponding problems. In addition, in view of the supplier’s important role to SMIC’s operation, the thesis analysis’s the feasibility to form strategy alliances with key materials and equipment suppliers base on the Outsourcing theoretical point of view, gives specific control methods and solutions to avoid risk of taking outsourcing strategic. From the point of view that long-term business development and maintaining a permanent competitive advantage, this study analysis’s SMIC's strategic resources and core competencies, gives recommendations to the using methods, improvement ways and protection approaches. Additionally, from the view of strategic resources and core competencies, this thesis explores the strategic risk aversion for SMIC development, and discus’s the financial and human resources strategic role on SMIC’s long run, gives the specific referential solutions to enhance the management and protection of human resource. In this thesis, through the analysis and research on SMIC’s strategy, hope which would help to discover the current strategic problems and operation issues that actually exist and are deep-seated .Through theoretical analysis and verification on the specific measures , find out the way for future operation enhancement and improvement, so as to enhance SMIC's market competitiveness to efficiently face the intensive and super-competitive semiconductor industry challenges, Sequentially, gets further long-term and healthy development. Believe that the specific points of view and ideas in this thesis would benefit SMIC for future high-level policy-making and strategy implementation.
