中文摘要:随着全球化和互联网发展迅猛的知识经济时代的到来,人力资源在企业中的地位已然超过了自然资源和企业资本,成为企业第一战略资源。日益激烈的企业竞争,实质上已成为人力资源的竞争。在来自企业外部环境变化的压力逐渐增强以及企业内部发展变革的共同推动下,使得企业人力资源管理部门需要重新定位自己的角色以适应企业未来的发展,从传统的行政职能部门转型为企业的战略合作伙伴和变革的推动者。人力资源管理外包这种模式为企业人力资源管理部门角色转型为企业的战略合作者和变革推动者提供了运作基础和时间保障,使人力资源管理部门从耗时耗力的重复性的事务性工作解脱出来。另外,出于节约成本、专注核心业务、降低风险等等的考虑,越来越多的企业选择了人力资源管理外包。但是人力资源管理外包这种模式在国内起步较晚,目前发展尚有很多不完善的地方,存在着潜在的风险,企业在选择外包服务商的时候需格外谨慎,避免因为错误选择了不合适的人力资源管理外包服务商而使企业整个外包决策失误的风险。在企业将事务性的人力资源管理工作外包出去后,人力资源管理部门有了更多的时间考虑企业长期的人力资源发展规划,并参与到企业战略决策当中去,真正成为企业的战略合作伙伴和变革推动者,顺利实行人力资源管理部门的角色转型。本文立足于以人力资源管理外包推动企业人力资源管理部门向企业战略伙伴和变革推动者的角色转型。首先,通过背景介绍和相关理论,提出了人力资源管理部门由行政职能部门转型为战略合作者的趋势和必要性。然后通过对YCL有限公司的介绍,对企业SWOT分析以及其人力资源管理部门现行角色存在的问题的研究和分析,提出了以人力资源管理外包为其人力资源管理部门角色转型的起步阶段,以成为企业战略合作伙伴和变革推动者为人力资源管理部门角色转型的深化阶段的解决方案。由于本人曾经供职于专业的人力资源管理外包服务商,而且亲历了YCL有限公司的成立,发展和壮大,因此对这种解决方案在YCL有限公司的可行性充满信心,并且希望通过对YCL有限公司人力资源管理部门角色转型的分析,能够被更多的中小企业所借鉴,使其人力资源管理部门发挥更大的功效。 
英文摘要:With the booming of globalization and development of internet in the era of knowledge economy, HR is becoming the most important resources, which is more important than the natural resources and the capital of enterprises. The nature of the competition between the enterprises is the competition of human resouces. By the pushing of the increasing pressure from the alteration of the enterprises outer environment and the internal transformation of the enterprise, the HRM department should re-position in order to adapt the development of the enterprise in the future. And it should change from the traditional administration department to be the strategic partner and change agent for the enterprises. The pattern of HRM outsourcing provide the basement of operating and time for the HRM department transform to be the strategic partner and change agent for the enterprises. And it also get HRM department relief from the repeat business and affairs. More and more enterprises choose HRM outsourcing because of the consideration for cost saving, business focused, risk reduction and so on. But the pattern of HRM outsourcing is very young in our country, so it is not perfect and with some potential risks until now. The enterprises shoule be more careful when they choose the supplier of HRM outsourcing, avoid the total lose of the decision of HRM outsourcing just because of the wrong supplier. The enterprises could spend more time on the long-term plan for HR development after the outsourcing for the repeat business and affairs. The HRM department could take part in the enterprises decision and transform to be the strategic partner and change agent for the enterprises. This article focused on the transformation to be the strategic partner and change agent for the enterprises through the HRM outsourcing. Firstly, the author introduced the tendency and necessity of the transformation of HRM department from an administration department to be the strategic partner according to the background and related theories. Then she get YCL ltd. co. involved as the example through the company introduction, analysis for SWOT and the problem of present mode of HRM. At last, the author gave the solution as HRM outsoucing for the beginning of the transformation and to be the strategic partner and change agent of the enterprise for the deep stage. The author worked for a professional supplier of HRM outsourcing before and experienced the foundation and development of YCL ltd. co., so she know it very well that the solution of HRM outsourcing could be succeed in YCL. And she hope that more and more small and medium sized enterprises could learn something from the article according to the analysis of HRM transformation for YCL ltd. co.
