中文摘要：	随着国家不断加大对节能减排及环境保护相关产业发展推动、扶持力度，中国水务市场的竞争日益激烈。同时，今年来一系列与环保，特别是在水务行业产业链延伸环节上具有积极意义的政策、制度的出台，进一步催生了水务行业在新领域的竞争意识。基于全产业链的竞争能力提升与竞争突破，成为了诸多水务行业从业企业的客观需求。在此前提下，本文以天津创业环保集团股份有限公司为例，以研究视角和选取案例为创新点，通过理论分析和案例分析对创业环保公司在基于全产业链角度的竞争能力提升进行了相关研究，进而希望摸索出可以在类似企业中得以通用的基本思路。本文首先介绍了研究的背景和意义，并且就本文的创新点和研究方法做了介绍，同时本文对产业链理论进行了梳理，就准公共产品及环境外部性概念进行了总结；本文在对创业环保公司的基本情况进行了介绍的基础上，对公司现状全产业链竞争能力现状和相应的原因进行了分析，随后又提出了创业环保公司基于全产业链发展竞争能力提升的可行性、整体思路和主要原则，对提升竞争能力提出了几点具体措施和保障措施，最后提出了本文的研究结论，并对行业内其他类似水务企业提升全产业链竞争能力的研究工作进行了展望。经过分析，本文得出以下主要结论：第一，创业环保公司作为一家以污水处理厂为主营业务的环保企业，必须巩固水务运营这一基本环节，致力于全力提升包括供水、污水、再生水在内的整体能力提升，以污水处理能力提升为龙头，合理匹配供水和再生水业务。第二，创业环保公司要寻求新的经济增长点，必须进一步提升进行技术研发及提供配套服务的能力。第三，创业环保公司要充分依托沪、港两地上市公司的身份，着力做好融资能力的提升，以增强在资本市场的竞争能力。
英文摘要：	With the development of energy conservation and environmental protection of the related industries, Chinese water market is increasingly competitive. In 2012, introduction of a serial of policy in environmental protection field, especially in the water utility industry chain extension link, has a positive significance, which further stimulates awareness of water industry to compete in the new business field. Competitiveness upgrading and competition breakthrough based on the whole industry chain gradually become the objective needs of the many water companies. Taking Tianjin Capital Environmental Protection Group Co., Ltd.,(TJCEP) for example, this paper studies enhancing competitiveness of TJCEP based on the whole industry chain through theoretical analysis and case studies, and then worked out the general theory in similar enterprises. This paper first introduces innovation of this paper and the research methods. By analyzing TJCEP’s current situation the whole industry chain competitiveness and the corresponding reasons, this paper proposes the feasibility, overall vision and main principles of the whole industry chain in TJCEP and specific safeguards of enhancing competitiveness. Finally, this paper makes outlook of enhancing the competitiveness of the whole industry chain in water industry. The main conclusions of this paper are as follows: first, as a sewage treatment plant for the main business, TJCEP must consolidate the basic aspects of water operations and integrate water, sewer, reclaimed water businesses. Second, TJCEP need to seek new economic growth point, further enhancing the technical research and development and the ability to provide ancillary services. Third, TJCEP need to fully relay on the identity of the listed companies in Shanghai and Hong Kong to promote financing ability and then enhance the competitiveness of capital markets.
