中文摘要：	文化创意产业是具有巨大发展潜力的朝阳产业，也是天津市河北区未来重点发展的产业之一。本研究由三部分组成，分别是文化创意产业发展的机遇识别、国内外优秀国家和地区文化创意产业发展的经验总结及对天津市河北区发展文化创意产业的启示。本研究通过对战略环境分析相关理论的梳理理清了分析文化创意产业发展机遇的基本思路和研究框架，并借鉴环境分析的方法系统的分析了文化创意产业发展面临的种种机遇。对产业发展相关理论的回顾能够帮助更好的理解文化创意产业的产业属性和特征，为明确河北区文化创意产业的发展方向提供理论支持。对文化创意产业相关理论的回顾能够帮助我们较为全面的认识文化创意产业，明确产业的概念、类别和特征。在理论回顾的指引下，本研究系统的梳理了我国和天津地区文化创意产业发展的基本情况，并采用环境分析的工具识别产业发展的种种机遇。国内外文化创意产业发达国家和地区为产业机遇的有效利用做出了表率，有极高标杆研究价值。本研究选取了8个代表国家和地区作为标杆研究对象，归纳提炼其文化创意产业发展经验。产业发展机遇与国内外的优秀经验对天津市河北区的文化创意产业发展具有重要的启示意义。作为重点发展的新型产业，河北区具有发展文化创意产业的多种机遇。对标杆的研究能够为河北区如何抓住机遇，推进文化创意产业全面健康发展提供借鉴与启发。在识别发展机遇并参考优秀经验的基础上，笔者对河北区文化创意产业的发展路径和产业政策提出若干建议。
英文摘要：	Cultural and Creative Industry is a new industry which has great development potential and is also one of the most important industries of Tianjin Hebei district. This study consists of three parts, respectively is the recognizing of the Cultural and Creative Industry development opportunities, Summing up the successful experience of the example countries and cities, and then finding out some enlightenment for the development of the Cultural and Creative Industry in Tianjin Hebei district. The strategic environment analysis theories provide the study some important and effective tools to analysis the development opportunities of the Cultural and Creative Industry. The industrial development theories help us better understand the Cultural and Creative Industry attribute and characteristics. And we have an outlook of the whole industry development through the overview of the Cultural and Creative Industry theories. On the base of the theory review, the study induces the development situation of the Cultural and Creative Industry in China and Tianjin province, and finds out the development opportunities by using the strategic environment analysis tools. Some advanced countries and cities make a wonderful example of how to use the opportunities develop their Cultural and Creative Industry, and we can get a lot of successful experience and enlightenment form the benchmarking study of 8 countries and cities. The industry development opportunities and successful experience means a lot for Tianjin Hebei district. As one of the most new industry, there are a lot of development opportunities in Hebei district. The benchmarking study can show us how to make good use the development opportunities and guide the whole industry to develop in the right direction. At the end of the study, the researcher points forward a few suggestions on the development path and policy for the Cultural and Creative Industry in Tianjin Hebei district.
