| 中文摘要: | 随着我国工业化进程的不断加快,环境承载能力日渐减弱,这逐渐成为影响经济发展的瓶颈。为了有效控制经济发展对能源的过度依赖,采取节能措施成为必然选择。电能是能源的重要体现形式,引导电力用户合理科学节电,是提高能源利用率的重要保障。电力需求侧项目管理作为低成本高效率电力服务的实施手段随之产生。近年天津电力需求侧管理取得了一定成效,2011年完成国家发改委下达的节电量实现上年售电量0.3%的目标,但就我国和天津市巨大的终端节电潜力而言,电力需求侧项目管理还有很大的提升空间。在机制设计方面,还存在激励乏力、利益相关者动力不足、成效不显著等问题。因此,有必要进行天津电力需求侧项目激励机制研究,找到能够从根源上提高节能项目成效的方法。 本文创造性的将利益相关者理论与电力需求侧管理理论进行结合,对电力需求侧利益相关者进行了需求和影响分析。指出当前天津电力需求侧项目管理的存在问题的根源在于激励机制设置缺失、政府职能部门重视程度不够。应该有针对性的对项目利益相关者进行有效激励。而后,本文构建了针对不同利益相关者的激励措施和实施流程。即实施以政府主导、电网公司配合、能源服务公司协助、电力用户响应为特点的激励机制实施流程。 为了验证激励机制的实际效果,本文以天铁集团涉县厂区电力需求侧项目为例,介绍了该项目实行的激励机制实行的具体措施。运用模糊综合评价方法对该项目2007年至2011年的节能指标进行分析。计算结果显示,该电力需求侧项目利益相关者激励机制的实施具有明显的成效。本文最后得出结论,政府部门在电力需求侧项目激励机制中主导作用明显,电力企业激励空间巨大。 | |
| 英文摘要: | With the acceleration of economic globalization, the carrying capacity of environment has been reduced that influence the potential of economic progress. In order to effectively control the excessive dependence on energy development, energy saving measures ought to be an inevitable choice. Electricity is an important part of energy system. In order to guide users to be reasonable and scientific, that is an important guarantee of optimizing the allocation of resources and increasing the utilization ratio of energy. Energy saving is equal to 0.3% of the proportion of electricity sales in 2011. However, the potential is huge in our country. DSM should be improved. The mechanism needs to be changed. At present, it is lack of incentive mechanism. Stakeholders are not positive enough. Therefore, how to establish the research of incentive mechanism is necessary . It can improve the effect of DSM. In this thesis, it is innovative to combine the theory of stakeholder with DSM. Analysis the demand and classifications and affection of stakeholder. The disadvantages of DSM, is the lack of incentive mechanism and attention from the government. Considering the actual situation of Tianjin DSM, this thesis established the method of incentive mechanism. Constructed the guarantee overall stakeholders in order to participate actively in the implementation process. It is included that the leadership of the government, the assistance of Energy Service Companies, Power Grid Corp, and power user in response to the incentive mechanism of the whole process. Taking DSM of Tiantie group Shexian factory district for instance, we explicated the theory of organizational and analysis of Tiantie Group Organization structure. We introduced the incentive mechanism specific measures of Tiantie Group Shexian County DSM. Assessed the effects of the DSM during the year 2007 to 2011. Validation of DSM project stakeholders incentive mechanism to implement with obvious effect, this thesis finally draws the conclusion, the government departments in the DSM project incentive mechanism the leading role of the obvious, electric power enterprise incentive huge space. In this thesis, we raised the related recommendations for the incentive mechanism of demand side management. | |
