中文摘要：	随着我国近几年地方经济的迅猛发展，各地城镇化进程加快，地方政府融资体制伴随经济发展方式相应发生转变。地方各级政府融资平台这一特定目的的公司，在地方经济舞台上逐渐发展壮大，成为了推动地方经济发展的核心力量。但在平台企业在地方建设浪潮中呼风唤雨的同时，平台企业总体负债过高、治理结构不健全、率意担保承诺、严重依赖土地财政、投资效益不高、偿债责任主体模糊、多头借款、违规挪用资金、透明度低等问题日益引起关注，导致地方财政风险日益凸显。由此衍生的地方政府融资平台负债风险，日益引起行业管理机构和专家学者的关注。在这样的经济背景下，地方政府融资平台成为当前地方经济发展中一个十分重要的机构和经济社会领域研究的热点现象。行业监管机构、学者专家和专业媒体开始高度关注地方融资平台，对融资平台有可能存在的风险以及对地方经济乃至宏观经济的长远影响，进行了深入而广泛的研究。对平台公司的运作模式及其存在的风险、应对的防范机制等形成了较多的理论研究成果，有一定的参考价值。但是这些研究并不系统，但如何通过财政体制改革、制度建设、平台公司自身治理等举措，加强风险控制，提高平台公司发展的可持续性，有关研究仍有待进一步深入。对平台公司优化建设及自身治理的研究缺乏。平台公司的治理涉及政府和社会管理的方方面面，是一个系统课题，需要从政策根源上研究体制、机制和制度创新点。本文在系统梳理和归拢现有研究成果的基础上，尝试从财政体制改革、风险预控机制建设、平台公司治理结构改革等方面提出对平台公司的建议，其意义在于尝试从制度根源出发，探索解决平台公司现实性问题。通过经济体制变革、管理制度完善，给平台公司提供更为健全的外部环境和政策环境，从而促进平台公司突破自身面临市场化悖论窘境，实现股权多元化改革，从而为自身建设提供前提，并由此探索平台公司的外部治理环境、内部治理机制以及治理结构等问题，力图从根本上解决目前平台公司面临的诸多问题，从体制、机制和制度保障出发来降低其运行风险，实现平台公司的可持续、良性、健康发展。
英文摘要：	Along with our country in last few years the rapid development of local economy, country urbanization process accelerated, local government financing system with economic development mode transformation. All levels of local government financing platform for this particular purpose of the company, in the local economy to develop gradually expand, become the core power to promote local economic development.
