中文摘要:纵观东西方各个国家,人力资源管理是项目管理的重要组成部分,对项目的成败起着至关重要的作用,工程项目人力资源管理也就顺理成章的成为了工程项目管理必不可少的一部分。目前各个国家对一般施工项目人力管理研究的比较多,也取得了一些理论成就和实操经验,但对火电施工工程项目人力资源管理的研究,受限于项目施工个数与从业人数数量,研究相对较少,取得的成就也相对逊色。如果能够对我国火电施工工程项目人力资源管理进行深入系统彻底的研究,可以对我国火电施工项目部人力资源管理提供必要的理论依据和实操经验,对实际工作具有很强的指导意义。此篇文章在国内外相关研究理论的基础之上,深入细致地分析和研究了T公司Z电厂二期扩建工程项目人力资源管理的实际现状,找出了其管理过程中存在的弊端,并对问题进行了深入的剖析,研究出符合此施工项目人力资源管理系统,搭建了一整套科学规范的组织机构管理、绩效管理、薪酬管理、招聘管理、人员引进与选拔管理体系。体系编制完成之后,对其效果进行了预期模拟判断,分析其产生的作用。此套针对火电施工项目的人力资源管理体系,能够充分的激发与利用项目中的人力资源,最大程度的发挥人力资源的主动性、能动性,实现对工程项目最优管控,从而确保火电施工项目各项目标的顺利完成。为确保Z电厂二期扩建工程项目人力资源管理体系的能够按照预期的设想实施,在文章的最后提出了Z电厂二期扩建工程项目人力资源管理体系的保障措施,即人力资源管理制度与企业文化双管齐下来保障项目的顺利完成。 
英文摘要:Human resource management is the major component of project management in all countries of both east and west world and it plays a vital part in the project execution. Consequently, human resource management becomes one integral part of project management. Currently, the study on manpower management in construction project is widely executed in many counties, while the research on human resource management in thermal power construction projects has seen little achievement due to many restrictions, such as small number of projects and practitioners. If we could carry out systematic and in-depth study on human resource management in domestic thermal power construction projects, it would provide necessary theoretical basis, practical operations and significant guidance to human resource management in thermal power projects. With related studies on the subject of both domestic and abroad as the basis, the thesis conducted careful and acute analysis on the current status of human resource management in expansion project of Z power plant contracted by T company. In the process, the disadvantages in project management has been discovered and carefully examined. Furthermore, a more suitable human resource management system has been formulated, and a system of organizational structure management, performance management, payment management, recruitment management and talent introduction and promotion management has been established. Then after the system is completed, anticipated simulation has been done to see the result and analyze the effect and function. The human resource management system intended for thermal power projects can stimulate and optimize the human resources in the project, and can best utilize the initiative and activeness of all manpower, based on which the optimization of project management can be achieved, and all targets can be secured. In order to ensure that the human resource management system in expansion project of Z power plant could be implemented as expected, additional measures for human resource management system is also introduced at the end of the text, i.e. using corporate culture as an protective measure to ensure the smooth execution of the project.
