中文摘要:企业自身生存发展的需要和建设创新型国家战略的提出共同决定了我国企业必须走自主创新之路。就我国企业自主创新的现状而言,尽管创新资源的投入力度不断加强,创新产出也有了明显提高,但创新资源的使用效率依然偏低。这已成为我国建设自主创新型企业的桎梏。我们需要在吸收西方国家企业自主创新管理经验的基础上,将现代项目管理和项目导向型组织建设作为我国企业实现自主创新的重要途径。为此,本文围绕着我国企业如何提升自主创新资源的使用效率,进而建设成为自主创新型企业这一根本问题展开了研究。 资源配置是管理的一大主题,也是创新管理中的一个难题。这一问题包括项目和企业两个层面。解决创新项目层面的资源配置问题是提升创新资源使用效率的基础,解决企业层面的创新资源配置问题则为创新项目资源有效配置提供了组织保障。因此,本文从集成管理的视角出发,以现代项目管理理论和创新管理理论为基础,对自主创新型企业的项目导向型资源配置和组织模式及其集成进行了具体地研究。本文具体研究的问题有四个:自主创新项目和自主创新型企业的内涵与特征、适宜于自主创新项目的资源配置模式、能够为这种资源配置模式提供保障的组织模式、以及二者的动态集成。 从研究问题的特征出发,本文综合使用了多种研究方法。包括文献分析、文献计量、理论推演等基本的理论研究方法,以及案例研究的实证研究方法。在案例研究中,本文又使用了跨案例研究和单一案例研究两种方法。为了保证研究的效度和信度,本文使用了多种数据来源、理论指导下的案例分析、设计研究方案和建立案例数据库等研究策略。这些研究方法的综合应用保证了研究质量。 经过研究,本文得到了如下结论: 首先,自主创新是企业主动从事技术知识生产,并积极地将这些技术知识应用到经济过程中的一种行为。自主创新项目则是企业自主创新活动的具体实现方式,它具有高度不确定性、独特性、一次性和集成性等特征。自主创新型企业是以自主创新项目为主要财富创造方式的企业,它具有强烈的自主创新意识,持续的自主创新行为,成熟的自主创新能力和良好的自主创新绩效等特征。自主创新项目和自主创新企业之间存在集成关系,而导致这种集成关系出现的根本原因是资源配置模式和组织模式之间的集成关系。 其次,项目导向型资源配置模式有助于提高自主创新项目的资源配置效率。项目导向型资源配置模式包括选择项目、组建团队、制订资源计划和使用资源四个基本环节。整个资源配置模式的实施过程中,四个环节之间相互作用,变更时有发生,需要企业做好变更管理工作。 第三,项目导向型组织模式为项目导向型资源配置模式提供了组织保障。这种组织以自主创新项目为主导任务,以自主创新项目团队为组织的基本构成单元,并具有项目导向型的职能部门。为了合理地安排资源配置决策权,项目导向型组织采用职务授权和工作授权相结合的权力体系。 最后,项目导向型资源配置模式和组织模式之间存在动态集成关系。在企业外部环境变化和生命周期演进的共同作用下,企业主导任务的转换是资源配置模式和组织模式动态集成的动因。当主导任务发生转换时,资源配置模式和组织模式也在动态变化的过程中实现匹配,由此构成了资源配置模式和组织模式的动态集成模型。这种动态集成不会自发实现,需要企业采取相应的管理措施。 本研究有四个主要的创新之处。一是在现有研究基础上完善和深化了自主创新、自主创新项目、自主创新型企业这些基本概念的内涵,并分析了它们的特征。二是提出了适用于自主创新项目的项目导向型资源配置模式。这一资源配置模式涵盖了整个自主创新项目资源配置的完整过程,得出的并非一些复杂的数学模型且更具操作性。三是提出了自主创新企业的项目导向型组织模式。在现有的项目导向型组织研究的基础上,本文紧密围绕自主创新项目这一特殊项目的组织模式进行了深入研究,从资源配置模式对组织的内生性要求出发提出了理论模型并进行了实证检验。最后,本文构建了资源配置模式和组织模式的动态集成模型,并给出了相应的管理方法。这是一个从全新的视角开展的研究成果。 
英文摘要:Self-oriented innovation is necessary for the development of our enterprises and whole country. Although the innovation input and output of Chinese enterprises are increasing, the use efficiency of innovation resources is still low. This has negative impact on self-orientation innovation. We should learn experiences from enterprises of developed country and take the modern project management and project-oriented organization as an important way to achieve self-oriented innovation. Against this background, this dissertation focuses on the issue of how Chinese enterprises improve the use efficiency of innovation resources, and to be self-oriented innovative enterprises. Resources allocation is a key to management, and also a difficulty of innovation management. It includes two aspects: organizational and project. Solve the problem of innovation project is the basis, and solve the problem of organizational is the security to effectively allocate innovation resources. So, on the basis of modern project management theory and project-oriented organization theory, this dissertation discusses the project-oriented resources allocation pattern and project-oriented organization pattern for self-oriented innovative enterprise in the integration perspective. There are four problems specifically discussed in this dissertation: The connotation and characters of self-oriented innovation project and self-oriented innovative enterprise, the effective resources allocation pattern for self-oriented innovation project, the appropriate organization pattern for self-oriented innovative enterprise, and the dynamic integrating resources allocation with organization. Considering the characters of these problems, many kinds of research methods including document analysis, document metrology, theoretical deduction and case studying have been employed. Particularly, we employed cross case studying and single case studying as main empirical methods. To guarantee the quality of research, we collected data from many sources, studied cases under theory guide, built a database of cases, and designed the program of case studying. After research, we made conclusions as follows: First, self-oriented innovation is a behavior that enterprises produce technological knowledge initiatively and use this knowledge into economy positively. Self-oriented innovation project is the way to achieve the aim of self-oriented innovation, which is greatly uncertain, unique, temporary, and integrated. Self-oriented innovative enterprise is the one who takes self-oriented innovation project as its main way to create value. It has strong innovation consciousness, continued innovation behavior, mature innovation capability and perfect innovation performance. There are integrated relationship between self-oriented innovation project and innovative enterprise due to integrated relationship between resources allocation pattern and organization pattern. Second, project-oriented resources allocation pattern can improve the use efficiency of resources in self-oriented innovation project. This pattern is constituted of four parts as: Selecting project, building team, making resources plan and using resources. In the process of resources allocating, these four parts interact with each other. Changes always happen, and appropriate change management is necessary. Third, project-oriented organization pattern is the organizational security for project-oriented resources allocation pattern. In this organization, self-oriented innovation project is the leading task, project team is the basic unit, and the functional department is project-oriented. In order to arrange decision-making power of resources allocation reasonably, this organization has a power system combining job empowerment with position empowerment. Fourth, the integration relationship between project-oriented resources allocation and organization is dynamic. With the change of environment and life cycle of enterprise, the leading task is transforming, which is the main reason for integrated dynamically. With the transforming of leading task, the resources allocation pattern and organizational pattern are matching each other dynamically, too. This matching is not achieved automatically, dynamic integration management is necessary for it. This dissertation makes four research contributions: First, it refined the connotation and analysed the characters of self-oriented innovation, self-oriented innovation project and self-oriented innovative enterprise. Second, it presented the project-oriented resources allocation pattern for self-oriented innovation project. This pattern covered whole processes of resources allocation for self-oriented innovation project, and is not a complex math model but more operational. Third, it presented the project-oriented organization pattern for self-oriented innovative enterprise. On the base of general project-oriented organization theory, this dissertation focuses on the organization for self-oriented innovation project, and developed theory model starting point for organizational security of resources allocation. Fourth, it built the model of dynamic integration between resources allocation and organization, and suggested management methods, which is a result from new research angle of view.
