中文摘要:工程咨询提供的是智力服务。作为知识密集型产业,工程咨询贯穿工程项目实施的全过程,高效、合理的工程咨询服务能够为客户做出正确决策提供保障,并促进项目的顺利实施。近30年的时间,我国的工程咨询业逐步发展。尤其是近年来,工程咨询业迎来了快速发展时期,在我国的经济建设中发挥了日趋重要的作用。工程咨询业的发展不仅使项目建设提高了投资效益,还在规避投资风险、确保工程质量等方面贡献巨大。目前,我国的工程咨询业正处于快速发展的上升期,市场潜力巨大。 1959年,中央人民政府批准在全国建立了二十八个设备成套专职机构,CTJ集团是其中之一。2001年CTJ集团下放地方,归天津市建委管理。在改革开放过程中,CTJ集团已经由过去单一的设备成套供应机构,发展成为大型综合性工程咨询中介服务机构,业务领域涵盖工程咨询、项目管理、造价咨询、招标代理、设计审查、监理、节能检测、用能评估、环境检测、环境评估、司法鉴定、拍卖等。经过多年的发展,CTJ集团已经在天津市具有了一定的知名度和信誉度。面对外部环境及内部资源的变化,选择怎样的公司发展战略,制定怎样的战略任务,如何通过战略实施保证公司全面、协调、持续发展是本文的写作目的。本文写作过程中,采用了调查法、理论联系实际、文献研究、定量与定性分析结合等方法对CTJ集团进行全面剖析。运用了PEST模型、五力模型、SWOT分析法等战略管理模型对CTJ集团的发展战略进行了分析选择。本文研究认为,CTJ集团的中长期发展战略,宜采取一体化成长、并向多样化经营靠近的组合战略。在集中主要力量开发主营业务的同时,带动辅营业务的发展,从而进行全过程工程咨询服务的一体化发展,并积极开发资本市场,开展多样经营。为实现以上战略,集团要从组织结构调整、技术研发、集团业务营销品牌以及人力资源、财务等相关方面进行整合。并从风险控制和企业文化建设两方面出推进战略实施。 
英文摘要:Engineering Consulting provides intellectual services. As a knowledge-intensive industry, engineering consulting participate throughout the whole process of the project implementation. An effective and reasonable engineering consulting service can provide protection for the client to make the right decision and to promote the smooth implementation of the project. The engineering consulting industry in China gradually developed in nearly 30 years. Especially in recent years, the engineering consulting industry has ushered in a period of rapid development and has played an increasingly important role in China's economic construction. The development of the engineering consulting industry, not only improved the investment returns of construction projects, but also made great contributions in avoiding investment risks and ensuring project quality. At present, the engineering consulting industry in China is in a rapid rise, of which the market potential is huge. CTJ Group is one of the twenty-eight equipment allied agencies, approved by the Central People's Government in 1959. CTJ Group is decentralized to local administration in 2001, under the jurisdiction of Tianjin Construction and Management Committee. In the process of reform and opening up, the CTJ Group developed from a single equipment supply agencies, into a large-scale comprehensive engineering consulting intermediary service organizations. It’s business scope includes project management, engineering consulting, design review, tender agent, cost consulting, supervision, energy detection, energy assessment, environmental testing, environmental assessment , forensic and auction. CTJ Group has higher visibility and credibility in Tianjin. Facing the changes in the external environment and internal resources, how to choose the company's development strategy, how to make the strategic task, how to ensure the company’s comprehensive, coordinated and sustainable development through the implementation of the strategy is the purposes of this article. The survey method, theory with practice, literature review, quantitative and qualitative analysis combined with other methods were used to conduct a comprehensive analysis of the CTJ Group during the writing of this article. The strategic management tools, such as the PEST model, the five forces model, SWOT analysis was used in analyzing and making options of CTJ Group's development strategy. As the thesis study, the medium and long term development strategy of CTJ Group would better be the combination strategy with the integrated development strategy and diversification strategy together. CTJ Group should focus on the development of the main business, while driving the auxiliary camp services, then carry out the integrated development of the whole process of consulting engineering services, and actively develop the capital market, to conduct diverse operations. To achieve the above strategy, the Group should make integration from the organizational restructuring, technology research and development, the Group's business marketing brand, as well as human resources, finance and other related aspects. And the Group should do risk control and establish corporate culture to promote the implementation of the strategy.
