中文摘要：	随着我国国有经济的持续发展，大型国有企业集团逐渐强大，国有大型企业集团逐渐成为国民经济的重要支柱，但出于历史原因、改革等诸多因素的影响，我国国有大型企业集团财务管理的水平参差不齐，不容乐观，尚未形成较为成熟的模式，企业集团资金管理方法、控制手段和资金运营等方面都存在明显的差距和不足。大型国有企业集团利用财务公司实行资金集中管理是提高资金效率的重要途径。此外，财务公司对于加强产业资本与金融资本的融合以及促进我国金融市场的发展和金融产品的创新都有着独特的作用。　　　天津农垦集团总公司（以下简称“天津农垦”）是我市大型企业集团，研究天津农垦设立财务公司的相关问题，对大型企业设立财务公司具有重要的现实意义。本篇论文大体分为六章。第一章介绍了文章选题的背景、研究内容、研究方法。第二章对企业集团及财务公司的概念进行了界定，对财务公司及集团财务管理的相关理论作了阐述，此部分的阐述借鉴了国内国外的重要研究文献。第三章具体的介绍和阐述了天津农垦的发展史、现有的法人治理结构、公司组织架构、核心产业及现有的财务运营管理模式，资金调剂的方式方法，从而导出天津农垦发起设立财务公司的必要性和可行性。第四章勾画出天津农垦财务公司在取得财务公司运营牌照后的经营定位、发展方向及经营模式，同时对后期业务量和盈利水平进行了预测。第五章根据现有财务公司运营过程中所遇到的问题，分析并预测了天津农垦在财务公司运营中所面临的问题和解决问题的对策。论文最后一章是结论与展望，对本次研究进行总结，对天津农垦发起设立财务公司做出了展望。
英文摘要：	With the continuous development of China's state-owned economy, large-scale state-owned enterprise group gradually stronger, the large state-owned enterprise group has gradually become an important pillar of the national economy.
