| 中文摘要: | 企业上市是一把双刃剑。上市给中铁物资带来利益的同时也给中铁物资的人力资源管理有了挑战:上市公司要定期向外界披露相关信息,这些信息包括对于公司经营来说十分敏感的信息,敏感信息的披露对于公司的生产经营提出了更高的要求,也即是对从事生产经营的员工素质提出了更高的要求。同时由于上市后融资规模的扩大,业务的战略扩张也在加速,一些海外项目也在不断的接洽中,海外机构的设立以及外籍员工的加入也给人力资源部的管理工作提出了新的问题,正当中铁物资需要广招人才之际公司员工的流失率却一直处于上升势头。 本文在对公司上市和人力资源管理相关理论进行回顾的基础上对中铁物资的行业背景和企业的发展经营活动和取得的经营业绩进行了介绍,从中我们可以看出随着中铁物资的发展,其对公司员工的能力要求也越来越高。随着员工能力的提高,员工的价值需求已经不仅仅局限在取得工作报酬的单一物质层面。他们还注重实现自我价值、实现与企业共同成长以及其他方面的精神层面需求。员工的这种综合的价值需求更使得当前中铁物资人力资源部的人力资源管理工作远远落后于时代的发展以及企业的发展。本文在第四章中就仔细分析了当前人力资源部在中铁物资经营管理工作中所扮演的角色以及人力资源管理中存在的问题。在找出这些问题的基础上提出了中铁物资人力资源部职能转变的具体措施,随着中铁物资的快速发展人力资源部应该在日常的管理经营活动中发挥更加积极活跃的职能、扮演更加积极活跃的角色。本文认为人力资源部实现职能转变后应该具备三个职能:公司发展战略具体化职能;公司改革的促进职能;专业服务职能。为了保证人力资源部成功实现职能的转变工作,本文还提出了人力资源部职能转变的具体保障措施。在研究方法上本文重点分析了人力资源部在公司的角色及人力资源管理的现状,利用理论和实证研究相结合的方法,借用人力资源管理、组织行为学、管理学等相关知识说明了人力资源部在新的环境下的职能转变。 关键词:中铁物资 上市 人力资源管理 职能转变 | |
| 英文摘要: | Business listing is a double-edged sword. Listed to in the iron material brings interests of while also to in the iron material of human resources management has has challenge: listed company to regularly to outside disclosure related information, these information including for company business, is sensitive of information, sensitive information of disclosure for company of production business made has more high of requirements, also that is on engaged in production business of employees quality made has more high of requirements. Due to financing the expansion of after listing, business strategy of expansion also accelerated, in a number of overseas projects are in constant contact, and foreign employees joined by overseas institutions but also to the human resources management of the Department work raises new questions, while China railway materials needed outreach comes as company staff wastage rate has been on an upward trend. These new problems to railway material in human resource management challenges now. In today's era of economic background, competition among enterprises has reached a white-hot degree, the nature of competition between enterprises has also been transformed into a talent competition. This article in listed companies and related theories based on a review of human resources management on the development of China railway materials industry background and business operations and business performance are described, from which we can see that with the development of China railway materials, high capacity demands more and more of its employees. With the staff's ability to improve, value of employee needs has been achieved not only confined to a single substance levels of remuneration for work. They also focused on the realization of self-worth, the achievement of growth with the company, as well as the spiritual needs of others. Staff of the integrated values railway material demand makes the current Department of human resources human resources management lags far behind the development of the times and the development of enterprises. This article in the next in the fourth chapter of a careful analysis of the current Department of human resources in the role of railway material management and problems in human resource management. In identifying these issues on the basis of the transformation of iron material human resources department functions in specific measures, with the rapid development of China railway materials should be in the day-to-day management of the business activities of the Department of human resources to play a more active functions, playing a more active role.
