中文摘要: | 节能减排工作已经成为当前我国的一项重要工作,能源消耗强度的降低和主要污染物排放总量的减少,已确定为国民经济和社会发展“十二五”规划纲要中的约束性指标。节能减排工作成为调整经济结构、转变经济发展方式的重要抓手和突破口。钢铁企业具有高污染高耗能的特点,要利用当前国家在政策方面的支持,抓紧时机,做好节能减排工作。目前国家正处于结构调整阶段,必将对耗能企业进行变革。相信在国家相关政策的指导下,节能减排工作将是钢铁企业发展的重中之重。钢铁企业节能减排工作必须紧紧抓住中央和地方政府对节能减排的政策和要求,对下达的节能减排工作指标必须坚定不移地确保完成。协调做好与政府有关部门的关系,争取更多的政策支持。严格抓好能源在转移使用过程中的环节,细致分析可能存在的提高使用效率的环节。目前天津钢管集团在能源使用的许多环节方面还存在差距,必须要下功夫,提高能源的使用效率。进一步优化能源布局和结构,改变目前使用能源的结构,尽量避免使用一次能源,增加再生能源的使用比例。要增加节能减排工程项目,按照“三同时”制度和“3R”原则,采取清洁生产,废弃物能够回收利用的要全部回收,不能回收的一定要处理达标。增强能源管控的管理与考核。要加强能源使用过程中的管控,在合适的时间、合适的地方,让合适的能源得到高效的使用,并加强对能源的考核。加强能源管理体系的建立,成立相关的专业组织机构,专门负责对节能减排的管控,加强员工培训,增加人员素质,建立节约能源的企业文化。钢铁企业未来的发展方向不是继续上新的生产项目,而是要在高端化方向发展。体现高端化水平很重要的一个内容就是节能减排。因此必须钢铁企业未来的发展方向就是节能减排。采取节能减排,不是不发展,而是科学发展,更好更快地发展,可持续地发展,人与自然和谐地发展。在淘汰落后存量的同时,发展高端增量。在发展中带动节能减排工作,两者互相促进、共同提高。企业最终的出路要根据工业生态学原理,建设生态工业应参照自然生态系统,使物质和能量尽可能地高效利用,最终形成系统或者物质的闭路循环。按照生态链和闭路循环形成的企业之间的生态工业园区,进行源源不断地有序的流动、转化和循环,最终走出这个循环闭路的,就是这个工业园创造的价值,也是这个工厂生产出来的高附加值产品。 | |
英文摘要: | At present, the energy conservation and emission reduction has become an important work in our country. The reduction of energy consumption and the major pollutants emission has been identified as the force index in National economic and social development during “Twelfth Five” plan outline. The energy conservation and emission reduction is the important grasper and breach of the adjustment of economic structure and the mode changing of economic development. Iron and steel enterprises have the characteristics of high pollution and high energy consumption. We must fully seize the opportunity under the current national supporting policy to finish the work. Our country is adjusting the structure of economy, which can be sure to reform high –energy-consume enterprise. Under the guidance of national policies, the Energy conservation and emission reduction is the one of the most important jobs of the iron and steel enterprises. The energy conservation and emission reduction of iron and steel enterprises must comply with the policies and requirements of the central and local governments. The emission reduction target of the work must be unswervingly to complete. Coordinating the relationship with the relevant government departments is for more policy support. Grasping the process of aspects of the energy transfer strictly is to analyze improving the use efficiency of the link detailed. There are differences among the energy conversion link in TPCO, which is needed a lot of effort to improve the efficiency of energy use. Further optimizing energy layout and structure, changing the current structure of energy use, avoiding the use of primary energy, increasing the proportion of renewable energy use are good choices. The energy saving projects are increased, and the cleaner production is adopted in accordance with the “three simultaneous” system and “3R” principle. The management and evaluation of energy management and control are enhanced. To strengthen the control process energy use, at the right time, the right place, the right energy is used efficiently. Energy conservation and emission reduction is scientific development, better and faster development, sustainable development, human development in harmony with nature. According to the principles of industrial ecology, the construction of ecological industrial reference to natural ecosystems, matter and energy as efficiently-use as possible, and ultimately the formation of the closed loop system or substance.
