中文摘要:作为我国的国民经济支柱性行业,建筑行业对经济发展起着先行和基础的作用。但是随着我国融入世界的行列,本来能够受到保护的国内建筑行业也受到了国际建筑市场的冲击,国际建筑施工行业先进的技术水平、管理水平给我国发展相对缓慢的建筑企业带来了巨大的冲击。国内施工单位要想在新的市场环境下求得发展与生存,就需要对曾经一度有所忽视的成本管理给予足够的重视。企业必须在保证管理水平和技术水平与国际上的较先进水平看齐的同时,成本控制水平已经成为企业竞争力的重点。 工程项目管理方法和体制的不断更新与发展,为企业进一步完善项目成本控制能力和水平提供了更加有效的工具。在保证工程项目的质量和工期的前提下,实现工程项目利润最大化,成本控制便成为了成本管理的核心问题。本论文采用系统分析、动态研究和项目案例讨论相结合的研究方法,在相关成果的研究基础之上,结合天津松江集团体育场工程对项目的成本控制过程进行了分析与研究。首先,介绍了成本控制相关概念及理论。其次,对天津松江体育场建设项目成本控制现状与问题进行了分析。接下来,对天津松江体育场建设项目成本控制模式进行了构建。包括建设项目成本控制方案的构建思路:方案设计的可行性与必要性分析和项目成本控制方案构建的目标与原则;建设项目成本控制模式的构建:构建建设项目成本控制组织机构,施工成本预测与计划、施工成本控制与核算、施工成本分析、施工成本考核。最后结合天津松江体育场建设项目整个成本预算过程对成本控制方案实施与保障进行了阐述。其中包括建设项目成本控制方案的实施,从决策阶段、设计阶段成本、招标阶段、施工阶段、竣工阶段这五个阶段分别进行阶段的成本控制。从建立完善的内部控制制度、加强人员成本控制意识、保障全过程成本控制三方面对天津松江体育场建设项目成本控制方案的保障措施是非常有效果的。 研究结果表明,天津松江体育场建设项目在项目的实施过程中基本遵守了成本控制的基本原则,应用了较为正确的方法,存在的一些问题也进行了分析,对以后的工程项目成本控制的实施具有实际的参考价值。  
英文摘要:As the pillar industry of national economy, construction industry plays a fundamental leading role to economic development. But as China's integration into the world ranks, the international market could have protected the domestic construction industry, which is also affected by the impact of the international construction market. In these enterprises the international construction industry advanced technical level, management level to China's backward construction enterprise to bring the huge impact. If domestic construction unit want to be in the new market environment for development and survival, they need to pay attention to the cost management. Enterprise must pay close attention to the management level and technical level in line with the international advanced level, cost control level has become the focus of the competitiveness of enterprises in particular. With the constantly update development of the project management method and system, enterprise project cost control ability and level are provided for more effective tools for further development. Under the guarantee of project quality and time limit for a project, in order to realize the profit maximization, cost control is the most important part of cost management. In this paper, we used system and dynamics analysis and case study method, reviewed the analyses on the Tianjin songjiang stadium construction project. Firstly, we introduced the related theory of cost control. Secondly, we analyzed the current situation and problem of the project. Thirdly, we built the cost control model. And at last, we introduced the implementation of the project cost control model. Based on these analyses, we have the following conclusion: Tianjin songjiang stadium construction project basically abided by the basic principle of the cost control in the project implementation process, with a more accurate method, although some problems still exist. The project has a lot of practical reference value. Pass the textual research can get conclusion: first, project cost control system framework must be perfect. Second, cost control must be dynamic. Third, Cost management of process control is the key and difficult points in cost management, the cost for process control is not only confined to cost itself, but also to the management and control of cost management system is perfect, whether by the regulation operation management and control. Four, the cost management should use the adoption of advanced scientific methods, draw lessons from domestic and international advanced practice and experience. The last, public facilities control is the most necessary process of the whole project cost control, which makes the whole cost control process more perfectly.
