中文摘要:目前我国的政府机构正面临严峻的考验,中国政府正着力优化结构、提高效能,把公共服务和社会管理放在更加重要的位置,努力为人民群众提供方便、快捷、优质、高效的公共服务。海关作为中央直属的国家进出境货物的监督管理机构,肩负着增加国家财政收入和支持经济发展等诸多使命;但是,在海关上至管理层下至基层关员中仍然怀着海关只是政府监管部门的观念,在海关延续多年的办事流程中仍存在着一些不甚合理和效率低下的环节。在全球贸易高速流通的21世纪中,原有的海关发展模式已经不符合党中央、国务院不断转变政府职能的要求,也无法为越来越多有着通关便利需求的进出口贸易企业更好地服务。因此,“如何实现战略转型以适应政府和社会的需要同时使自身得到发展”成为全国海关系统亟待思考和解决的问题。 本文就是在这一目标的指引下,以天津海关为背景,运用战略和战略管理的相关知识,对天津海关选择及运用以“建设服务型海关”为核心内容的发展战略的可行性和操作性进行较为详细的论述和讨论,力图通过此文对解决海关当前面临的战略转型难题提出有意义的方案。文章主要分成七个部分,在绪论中简要介绍了本文的基本结构和研究内容。第二章回顾和梳理了发展战略、战略管理以及服务型海关等相关理论,为本文的观点的阐述奠定基础。第三章对天津海关内、外部环境进行了较为细致的分析。第四章、第五章是本文的核心,通过对天津海关所处环境的认识,明确天津海关总体战略目标,进而对天津海关选择以服务型海关建设为核心内容的发展战略进行了论述。同时通过对天津海关各个业务职能的具体目标和实施计划的介绍,进一步分析研究天津海关发展战略的实施过程。第六章中剖析了天津海关应用衡量指标和平衡记分卡等方法进行战略控制的过程,并对克服变革中可能遇到的阻力进行了研究。最后对本文的结论以及不足之处进行了总结。 
英文摘要:At present, Chinese government agencies, is facing a severe test, the Chinese government is focusing on optimizing structure, improving efficiency, put the public services and social management in a more important position, and strive to provide the people with convenient, fast, high-quality, efficient public services. As the national customs directly under the central supervision and management of goods import and export agency, shoulder to increase state revenue and support economic development and many other mission; However, to the Customs management down to the grassroots on the customs officer just customs also exist in the regulatory authorities ideas, customs continue for many years in the work processes are still quite reasonable and there are some areas of inefficiency. Rapid flow of global trade in the 21st century, the original mode of customs is clearly inconsistent with the State Council, the changing functions of the government's requirements, but also can not demand more and more enterprises with import and export trade better service. Therefore, how to achieve a strategic transformation in order to adapt to the needs of the government and society at the same time to make their own development "has become the national customs system urgent need to think and solve problems. This article is under the guidelines of this goal,the author put Tianjin Customs as an example,use strategy and strategic management relevant knowledge,discuss the feasibility and operability of Tianjin Customs selecting the development strategy which the core content is construction services Customs,trying to propose meaningful solutions for solving Customs strategic transformation challenges through this article. The article is divided into seven parts, the basic structure and content of this article is a brief introduction in the introduction. The second chapter reviews the theory and combing strategy, strategic management, and service-oriented customs, and to lay the foundation for the elaboration of this view. The third chapter conducted a more detailed analysis of the Tianjin Customs, the external environment. The fourth and the fifth chapter is the core of this article, through the understanding of the environment of Tianjin Customs, clearing the objectives of Tianjin Custom, and then select the Tianjin Customs development strategy which the core content is construction services Customs. At the same time, through the introduction of the Tianjin Customs business functions specific objectives and implementation plan, further analysis to study the implementation of the development strategy of the Tianjin Customs process. The sixth chapter analyzed the Tianjin Customs application metrics and balanced scorecard approach to strategic control process, and to overcome possible resistance to change has been studied. Finally, a summary of the conclusions of this articler as well as inadequacies.
