中文摘要：	近年来，有关创新和产业集聚的文章频繁出现于各类期刊、杂志当中。这些期刊、杂志大多描述的是高科技企业的创新和集聚现象，从保险企业入手进行研究的却不多。这也许和恢复国内保险业时间不长、保险资产总量占GDP较低有关。然而，不可否认探寻创新和产业集聚理论在保险业中的应用对保险行业的发展具有重要的现实意义。 本文从分析产业集聚的相关理论入手，建立了用集聚框架下的创新理论分析区域保险产业的理论框架，分析了天津保险业实现集聚所具备的条件，并提出了推动天津保险做大作强的发展战略。 全文由五章构成。 第一章首先对基于创新和集聚下区域保险产业发展问题的研究背景、意义、研究方法、思路和内容进行介绍。 第二章综述区域产业集聚与创新的相关理论，并在此基础上对区域保险的概念进行阐述。其中第一节梳理集聚的相关理论，第二节论述集聚框架下创新理论，第三节和第四节剖析区域保险的概念，并分析区域保险产业集聚的演化机理和创新。 以第一章和第二章为理论背景，第三章和第四章研究天津保险产业的创新和产业集聚问题。其中第三章介绍天津保险业的发展现状，并分析天津保险业实现集聚所具备的条件。第四章从创新与产业集聚的视角对天津保险业未来发展战略进行解析，本章首先分析天津保险业的需求状况，特别强调了滨海新区开发开放给天津保险业创造的市场需求，随后结合本人实际工作经验，提出天津保险业未来的发展战略。 第五章为结论，总结了本文观点。
英文摘要：	In recent years, articles on innovation and industrial aggregation frequently appeared in the various journals and magazines. These journals, magazines mostly introduced the status of innovation and industrial aggregation of the high-tech industry, but less of the insurance industry. Maybe it’s because the resumption of the domestic insurance industry isn’t long, and the total income produced by insurance accounts for a small part of GDP only. However, it can not be denied to explore the theory of industrial aggregation in the insurance industry is of great realistic significance. This article started with the analysis of industrial aggregation and related theories, and tried to establish theoretical framework for the development of the insurance industry with it. This article also made an analysis on conditions for Tianjin insurance industry to realize aggregation, and put forward policy recommendations to promote insurance industry in Tianjin. The article consists of five parts, First of all, the first chapter explained the background and significance of the research on the innovation and aggregation based regional insurance, and interpreted the research methods, ideas and content. The second chapter illustrated the theory of the regional industrial aggregation and innovation. The first section summarized the related theory on aggregation. Section II explained the innovation theory on the framework of aggregation.. The third and the forth section introduced the concept of regional insurance and summarized the relationship between innovation and aggregation. Based on the above theories, Chapter three and four made a research on Tianjin. The third chapter introduced the status quo of the Tianjin insurance industry and made an analysis on the conditions for Tianjin insurance industry to realize aggregation. The forth chapter analyzed the development strategies for Tianjin insurance industry from the perspective of innovation and aggregation. This chapter also made proposals for the development of the insurance industry of Tianjin. Chapter five summarized the article’s point of view.
