中文摘要：	根据国家对风力发电的中长期发展规划,目前风电项目在我国处于快速发展的时期，风电项目成本管理模式处于从实践到逐步成熟的阶段。风机吊装作为风电项目的一个组成部分，吊装流程、吊装技术已经成熟，项目成本管理作为项目管理的核心内容还不成熟。按照风机吊装项目独特性应用项目成本管理理论，对风机吊装项目进行风本管理的研究和探讨很有必要。本文对目前风机吊装项目进行分析，在运用项目成本管理的相关理论和方法的基础上，结合风机吊装的独特性和特点，应用工程量清单法对风机吊装项目进行管理，本文主要站在施工方的角度对这种管理进行阐述，最后以本单位实际施工项目为例加以证实。同时对应用工程量清单法对项目成本进行管理的运行效果进行分析，并按照本文所构建的管理模式的要求提出了改进建议。本文研究项目成本确定主导模式不是全国、地方或行业统一的定额模式，而是采用工程量清单，从风机吊装项目实际开展活动入手，依据项目活动去确定项目资源的消耗及占用情况，最终根据项目资源占用和资源的消耗的情况确定项目成本。因此，本文的研究具有一定的创新性和针对性。目前风电施工进入门槛低，各单位受国家大气候的影响，其他施工项目减少，纷纷调整战略，大力开拓风电施工现场，造成风机吊装市场竞争激烈，投标价格一路走低。因此本文研究对施工单位进行投标、成本控制和成本管理，提高单位效益，增强单位竞争力具有重要的应用价值。 关键词：风机吊装项目 项目管理 项目成本管理 清单 定额
英文摘要：	According to the state of wind power generation in long-term development planning，the current wind power project in our country is in the period of rapid development，wind power project management mode is in the stage from practice to maturity. Wind machine hoisting is an integral part of wind power project, the hoisting process and lifting technology has matured. As the core content of the project management, project cost management is not mature. In accordance with the unique application of project cost management theory of wind machine hoisting project， it is necessary to explore the wind turbine wind hoisting project management. The paper deals with the study of the current fan lifting project. Given its uniqueness and characteristics, the fan lifting project is managed by means of Bill of Quantities according to theories and methods of the project cost management. The expatiation on this management method, from the perspective of the construction party, is demonstrated by a real construction project of the company. The paper also analyzes the running result of Bill of Quantities when managing projects’ cost and offers some advices on how to improve the management in accordance with the demand of the management model demonstrated in the paper. The cost of program in this eassy′s research is not the normal pattern which is used in the national and local industry. It stared from the practical program including the wind turbines′ equipment. The cost of program depends on the using and the reduces of resources. so it has some certain innovation and direction . Nowadays, affected by the nationwide climate of effortless access to wind power construction market, construction companies adjust their strategies and make great efforts to develop wind power construction method on the sites while reducing other construction projects, causing a fierce competition in the market of lifting installation by fans, whose tender prices have been falling all the way. Therefore, this article attends to provide important practise value to enhance the benefits and competition of these companies by studying the tender, cost control and cost management of construction companies.
