中文摘要：	随着科学发展观和服务型政府建设的推进，我国越来越关注政府及公共机关的服务质量。作为国家水运交通的公共服务部门，海岸电台在国民生产中起到了重要作用。本文在总结国内外服务质量管理理论的基础上，以天津海岸电台为研究对象开展了以下研究：本文通过结合服务质量管理相关理论对海岸电台服务进行分析，总结出海岸电台服务的质量特性。本文通过对天津海岸电台服务开展情况和服务质量管理现状进行梳理总结，结合现状指出了天津海岸电台工作在理念和方式方面的不足。通过分析社会、行业、顾客等外部因素和管理水平、理念转变等内部因素得出了天津海岸电台服务质量管理体系的需求和构建动因。本文提出了构建天津海岸电台服务质量管理体系的目标，根据ISO9000标准确立了天津海岸电台服务质量管理体系的原则，分析了天津海岸电台服务设计的主要管理过程和服务提供过程。本文对质量管理体系的运行要求做了阐述，对体系运行过程中出现的典型问题进行了分析，给出了解决对策；给出了体系运行监控方案并分析了各服务项目中监控的关键环节；根据相关理论模型给出了服务质量评价方法，并对天津海岸电台质量管理体系运行的有效性进行了评价。对天津海岸电台服务质量管理体系的建设和运行进行了总结，阐述了质量管理体系的作用和贡献，同时也分析了体系运行的缺点与不足，并对天津海岸电台质量管理的发展方向进行了展望。通过以上研究，本文指导确立了天津海岸电台建立质量管理体系，进一步规范电台内部管理，提高管理水平和服务质量。
英文摘要：	During servicing government construction, We became concerning service quality problem of government and public service department increasingly. Costal radio is one of the important public service department about ship transfers. On the base of service quality management theory, this thesis did following studies on Tianjin Coastal Radio: This thesis firstly studied coastal radio service quality using service quality management theories. Then told why Tianjin Coastal Radio needs to construct service quality management system by analyzing the service providing and service quality managing situation , Thirdly, according to ISO9000 standard, this thesis suggested the target and principle of constructing service quality management system based on Tianjin Coastal Radio service and service managing main process analyzing. Then told how to construct service quality management system on Tianjin Radio. Fourthly this thesis studied service quality management system application and evaluation on Tianjin Coastal Radio, especially gave solution of the typical problems， system checking and system evaluating. Evaluated whether the quality management system being used efficiently. Finally, summarized the constructing and using situation of Tianjin Coastal Radio service management system, including the contribution and disadvantage. Showed the developing direction of Tianjin Coastal Radio quality management. Tianjin Coastal Radio quality management system was built through above researchment to inprove management and service quality.
