中文摘要：	保税港区是经国务院批准设立的，在港口作业区和与之相连的特定区域内，集港口作业、物流和加工为一体，具有口岸功能的海关特殊监管区域。保税港区是海关按照我国国情实际需要，借鉴发达国家海关的先进管理经验，与国际通行做法相衔接，适应跨国公司运作和现代物流发展需要的新兴监管区域，是我国目前港口与陆地区域相融和的保税物流层次最高、政策最优惠、功能最齐全、区位优势最明显的监管区域。是真正意义上的境内关外，是在形式上最接近自由贸易港的政策模式。截至目前，国家已经批准设立了14个保税港区，而天津东疆保税港区作为我国最大的保税港区，不仅拥有着其他保税港区无法比拟的政策优势、创新优势等，也是唯一一个国务院明确提出向自由贸易区进行探索的区域，但是经过了几年的实践，在最初基础建设时期出现了一段繁荣发展的景象后，东疆保税港区逐渐出现了发展速度上的放缓以及管理方面的种种问题，建设自由贸易区的进程严重受阻。本文从自由贸易区的概念和管理模式入手，通过对国际上自由贸易区发展轨迹及管理模式的分析，逐步引入天津东疆保税港区的基本情况及特点，通过对其的优势及存在问题的分析，并根据其独特的区域情况，借鉴国际上成熟自由贸易区的管理模式，提出了东疆保税港区应在建设自由贸易区的过程中对现有的管理模式进行战略转型，将原有的不适应东疆实际情况及发展的政府主导管理模式转型为企业主导政府服务的新型管理模式，并提出了企业和政府的具体保障措施。在具体保障措施中，本文就企业和政府两个不同的主体分别提出措施。对企业而言，现在的主要精力在于招商及区内建设，本文提出了具体的机构设置，以及围绕“两个中心”及“五大产业”对东疆进行切实有效的管理。而对于政府而言，应将工作重心转移到服务及政策研究上来，提高效率、简化审批流程、服务企业、争取政策。企业与政府形成合力，才能将东疆保税港区推向建设自由贸易区的正轨。
英文摘要：	Bonded Port Area is approved and set up by the State Council in China. It consists of port operation and neighboring areas, combining port, logistics and processing functions. It is under special supervision of China Customs, referring to both Chinese practical demands and advanced management experiences in developed countries. It directly observes international common rules, meeting the requirements of multi-national companies business and modern logistics development. Now it is the largest bonded port area with the most incentive policies, the most comprehensive functions with the biggest geographic advantages. Bonded port area is “inside the territory and outside the customs”, the policy of which is the most advanced one in China aiming for free trade port. Up till now, China has all together approved to establish 14 bonded port areas. Tianjin Dongjiang Bonded Port Area as the largest one not only possesses the competitive policies and innovative edges, but also becomes the exclusive area which the China State Council explicitly brings forward to explore and develop as a free trade zone. However, after Tianjin Dongjiang Bonded Port Area demonstrated a prosperous development at the beginning stage, it witnesses a slower pace and many management problems arise. The process to become the first free trade zone in China has been comparatively held back. The paper begins with the concept and management mode of free trade zone. It analyzes the development history and management experiences of free trade zone in other developed countries. Then Tianjin Dongjiang Bonded Port Area has been presented with basics and features. By analyzing Dongjiang own specific characteristics and in comparison with mature management modes in the world, the paper brings forward that Tianjin Dongjiang Bonded Port Area shall carry out strategic transition from government-oriented to enterprises-oriented and government services supplemented, so as to avoid those mishaps and gain a momentum to build a free trade zone. In the paper, detailed supporting measures are provided, separately to enterprises and government. As for the enterprises, the current priority shall be given to investment promotion and constructions. The paper comes up with specific establishment of entities, which are supposed to carry out feasible and efficient management by focusing “two hubs” and “five industries”. As for the government, the primary focus shall be shifted to the services and policies study. The government is supposed to improve efficiency, simplify approval process. More energy should be put to provide services to the enterprises and apply for more advantageous policies. Only when enterprises and government closely cooperate with each other, the development of Tianjin Dongjiang Bonded Port Area can accordingly be on the right track.
